TRADUCTIONS EN CONTEXTE

Given the aims of this Regulation and the impact that it may have on the security of citizens and on the internal market, the Commission should, drawing on the continuous discussions in the Standing Committee on Precursors, present a report to the European Parliament and to the Council examining any problems arising from the implementation of this Regulation, the desirability and feasibility of extending its scope, both as regards covering professional users and as regards including in the provisions on the reporting of suspicious transactions, disappearances and thefts of substances which, although not subject to measures under this Regulation, are identified as having been used for the illicit manufacture of explosives (non-scheduled explosives precursors).
Gelet op de doelstellingen van deze verordening en het mogelijke effect ervan op de veiligheid van de burgers en op de interne markt, dient de Commissie, in het licht van het lopende overleg in het Permanent Comité precursoren, bij het Europees Parlement en bij de Raad verslag uit te brengen over mogelijke problemen bij de uitvoering van de verordening en over de wenselijkheid en haalbaarheid van een uitbreiding van het toepassingsgebied ervan op een zodanige wijze dat ook professionele gebruikers eronder zouden vallen of dat in de bepalingen betreffende de melding van verdachte transacties, verdwijningen en diefstallen zouden worden opgenomen van stoffen die weliswaar niet onder de maatregelen overeenkomstig deze verordening vallen, maar waarvan bekend is dat ze zijn gebruikt voor de illegale vervaardiging van explosieven (niet-geregistreerde precursoren voor explosieven).

The main trade association for these products, the European Committee of Manufacturers of Domestic Equipment (CECED), has expressed concern that in general the level of enforcement by the Member States is too low, and is carrying out it's own testing programme (using independent laboratories).
De belangrijkste handelsvereniging voor deze producten, de Europese vereniging van fabrikanten van huishoudelijke apparatuur (CECED), heeft zijn bezorgdheid geuit over het feit dat het toezicht op de naleving van de Etiketteringsrichtlijn door de lidstaten in het algemeen tekortschiet. Daarom voert de CECED nu ook een eigen testprogramma uit (waarbij gebruik wordt gemaakt van onafhankelijke laboratoria).

In performing the risk analysis and risk management strategy, the manufacturer must give due consideration to the relevant published opinions adopted by the relevant European or international scientific committees or bodies, such as the Scientific Steering Committee (SSC), the European Food Safety Agency (EFSA), the European Medicines Agency (EMA), the World Organisation for Animal Health (OIE) and the World Health Organisation (WHO).

Your Rapporteur has taken into consideration the discussions held during the Workshop organised by the Committee on the Internal Market and Consumer Protection on 11 December 2008 as well as the input received by several stakeholders, institutions and academia, such as CEN (European Committee for Standarisation), CEMA (European Committee of Associations of Manufacturers of Agricultural Machinery), Pesticide Action Network-Europe, Orgalime (The European Engineering Industries Association), Julius Kühn-Institute-Federal Research Centre for Cultivated Plants (JKI-Germany) and the Department of Agricultural Engineering and Informatics of the University of Agriculture in Krakow.

One exception is the standardised rules for reflective products drawn up by the European Committee for Standardisation, and these rules have to be complied with by all Member States for the manufacture of such products.
Een uitzondering hierop vormen de standaardvoorschriften voor fluorescerende producten, die zijn opgesteld door het Europees Comité voor Normalisatie. Alle lidstaten moeten erop toezien dat deze voorschriften in acht worden genomen bij de productie.

This Directive lays down those technical requirements, which take account of Council Recommendation 98/463/EC of 29 June 1998 on the suitability of blood and plasma donors and the screening of donated blood in the European Community , certain recommendations of the Council of Europe, the opinion of the Scientific Committee for Medicinal Products and Medical Devices, the monographs of the European Pharmacopoeia, particularly in respect of blood or blood components as a starting material for the manufacture of proprietary medicinal products and recommendations of the World Health Organisation (WHO), as well as international experience in this field.
Deze richtlijn stelt deze technische voorschriften vast, met inachtneming van Aanbeveling 98/463/EG van de Raad van 29 juni 1998 inzake de geschiktheid van bloed- en plasmadonors en de screening van donorbloed in de Europese Gemeenschap , bepaalde aanbevelingen van de Raad van Europa, het advies van het Wetenschappelijk Comité voor geneesmiddelen en medische hulpmiddelen, de monografieën van de Europese farmacopee, in het bijzonder met betrekking tot bloed of bloedbestanddelen die als grondstof voor het vervaardigen van farmaceutische specialiteiten worden gebruikt, aanbevelingen van de Wereldgezondheidsorganisatie en de internationale ervaring op dit gebied.
