As regards CFSP expenditure which is charged to the general budget of the European Communities in accordance with Article 28 of the Treaty on European Union, the institutions will endeavour, in the conciliation procedure provided for in Annex II, Part C, and on the basis of the preliminary draft budget established by the Commission, to secure agreement each year on the amount of the operating expenditure to be charged to the Community budget and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth paragraph of this Point.
Ten aanzien van de uitgaven van het GBVB die overeenkomstig artikel 28 van het Verdrag betreffende de Europese Unie ten laste van de algemene begroting van de Europese Gemeenschappen komen, trachten de instellingen elk jaar volgens de in bijlage II, onder C, bedoelde overlegprocedure en op de grondslag van het door de Commissie opgestelde voorontwerp van begroting overeenstemming te bereiken over de op de begroting van de Gemeenschappen aan te rekenen huishoudelijke uitgaven en de verdeling ervan over de in de vierde alinea van dit punt voorgestelde artikelen van het hoofdstuk „GBVB” van de begroting.

(9) Measures under the scheme concerning forest fire prevention and monitoring should complement those measures which are undertaken, in particular, under Council Decision 1999/847/EC of 9 December 1999 establishing a Community action programme in the field of civil protection, Council Regulation (EC) No 1257/1999 of 17 May 1999 on support for rural development from the European Agricultural Guidance and Guarantee Fund (EAGGF) and Council Regulation (EEC) No 1615/89 of 29 May 1989 establishing a European Forestry Information and Communication System (EFICS), which must include the conducting of information and awareness campaigns. Sufficient financial resources must be allocated for that purpose.
(9) De maatregelen in het kader van de bosbrandpreventie- en bewakingsactie dienen een aanvulling te vormen op de maatregelen die met name getroffen zijn krachtens de bepalingen van Beschikking 1999/847/EG van de Raad van 9 december 1999 betreffende een communautair actieprogramma voor civiele bescherming , Verordening (EG) nr. 1257/1999 van de Raad van 17 mei 1999 inzake steun voor plattelandsontwikkeling uit het Europees Oriëntatie- en Garantiefonds voor de Landbouw (EOGFL) , en Verordening (EEG) nr. 1615/89 van de Raad van 29 mei 1989 tot instelling van een Europees informatie- en communicatiesysteem voor de bosbouw (EFICS), dat mede de ontwikkeling moet omvatten van campagnes voor de voorlichting en bewustmaking van de burger; derhalve is het noodzakelijk dit systeem de benodigde financiële middelen te verstrekken, teneinde het functioneren ervan te garanderen.

(2) In order to guarantee a certain degree of consistency in these rules compared with Regulation (EC, Euratom) No 1605/2002 (hereinafter "the general Financial Regulation") and pursuant to Article 185(1) of that Regulation, this framework Financial Regulation must lay down the rules governing the establishment, implementation and scrutiny of the budget of the said Community bodies which actually receive grants charged to the Community budget (hereinafter "Community bodies").
(2) Teneinde te zorgen voor een zekere homogeniteit van deze regeling en Verordening (EG, Euratom) nr. 1605/2000 (hierna "het Financieel Reglement" genoemd), en krachtens artikel 185, lid 1, hiervan, dienen in deze financiële kaderregeling de regels te worden vastgelegd die het kader vormen voor de opstelling, de uitvoering en de controle van de begroting van de vermelde communautaire organen die daadwerkelijk een subsidie ten laste van de communautaire begroting ontvangen (hierna "communautaire organen" genoemd).

39. For the CFSP expenditure charged to the general budget of the European Communities in accordance with Article 28 of the Treaty on European Union, the institutions will endeavour, in the conciliation procedure provided for in Annex III and on the basis of the preliminary draft budget established by the Commission, to secure each year agreement on the amount of the operational expenditure to be charged to the Community budget and on the distribution of this amount between the articles of the CFSP budget chapter suggested in the fourth subparagraph of this paragraph.
39. Voor de uitgaven van het GBVB die overeenkomstig artikel 28 van het Verdrag betreffende de Europese Unie op de algemene begroting der Europese Gemeenschappen worden aangerekend, trachten de instellingen elk jaar in het raam van de in bijlage III bedoelde overlegprocedure en op basis van het door de Commissie opgestelde voorontwerp van begroting overeenstemming te bereiken over de op de begroting van de Gemeenschappen aan te rekenen operationele uitgaven en de verdeling ervan over de in de vierde alinea van dit punt voorgestelde artikelen van het hoofdstuk "GBVB" van de begroting.

4. The establishment of the proposed Joint consultative committee does not have any financial impact on the Community budget, the Bulgarian participants being responsible for their own expenses and the expenses on the Community side being covered by the budget of the Committee of the Regions.
4. De oprichting van het voorgestelde Gemengd Raadgevend Comité heeft geen financiële gevolgen voor de begroting van de Gemeenschap: de Bulgaarse partners dragen hun eigen kosten, en de uitgaven aan de zijde van de Gemeenschap worden gedekt door het Comité van de Regio's.

4. The establishment of the proposed Joint Consultative Committee does not have any financial impact on the Community budget, the Slovak participants being responsible for their own expenses and the expenses on the Community side being covered by the budget of the Committee of the Regions.
