In order to ensure the that ecological focus areas are established in an efficient and coherent way, while taking into account Member States' specific characteristics, the power to adopt certain acts should be delegated to the Commission in respect of laying down further criteria for the qualification of areas as ecological focus areas; recognising other types of ecological focus areas; establishing conversion and weighting factors for certain types of ecological focus area; establishing rules for the implementation, by Member States, of a part of the ecological focus area at regional level; laying down rules for collective implementation of the obligation to keep ecological focus areas by holdings in close proximity; establishing the framework for the criteria, to be defined by Member States, for identifying such close proximity; and establishing the methods of determination of the ratio of forest to agricultural land.

Sustainable forest management means using forests and forest land in a way, and at a rate, that maintains their biodiversity, productivity, regeneration capacity, vitality and their potential to fulfil, now and in the future, relevant ecological, economic and social functions, at local, national, and global levels, and that does not cause damage to other ecosystems.[4]
Duurzaam bosbeheer is het gebruik van bossen en bosgebieden op een manier en met een intensiteit waarbij deze hun biologische diversiteit, productiviteit, regeneratiecapaciteit en vitaliteit behouden, alsook het vermogen om nu en in de toekomst relevante ecologische, economische en sociale functies op lokaal, nationaal en mondiaal niveau te vervullen, en waarbij geen schade aan andere ecosystemen wordt toegebracht[4].

A few programmes also include objectives regarding training for forest holders and other persons involved in forestry activities to facilitate the application of forest management practices and to improve the economic, ecological or social functions of forests.

In order to contribute to the maintenance and improvement of forests and to promote their ecological, protective and recreational function the Commission will declare State aid up to 100 % compatible with Article 87(3)(c) of the Treaty for the following eligible costs where the Member State can demonstrate that these measures are directly contributing to maintaining or restoring ecological, protective and recreational functions of forests, biodiversity and a healthy forest ecosystem:

the rules in this Chapter should apply only to living trees and their natural environment in forests and other wooded land, including measures to maintain and enhance the ecological and protective functions of forests and measures to promote the recreational use and social and cultural dimensions of forests.
