A review of the Risk Capital Action Plan was sent to ECOFIN in autumn 1999, which led to the ECOFIN Council requesting the Commission to set up a risk capital benchmarking processThe Commission is finalising its proposal to develop some key indicators such as : venture capital/GDP ratio; number of companies obtaining seed capital, number of new IPO's etc. Secondly, in the context of the Commission's e-Europe, a initiative which the Commission proposed setting a target of tripling early stage finance by 2003, the Commission subsequently tabled a working paper to the Economic Finance Committee on improving the coherence of all the Community's financial instruments to facilitate the growth of risk capital and fast growing companies.
In het najaar van 1999 werd een evaluatie van het actieplan risicokapitaal aan de Raad ECOFIN toegezonden, als gevolg waarvan de Raad ECOFIN de Commissie verzocht een proces van benchmarking voor risicokapitaal te starten. De Commissie legt de laatste hand aan haar voorstel om een aantal sleutelindicatoren zoals risicokapitaal/BNP verhouding; aantal bedrijven die startkapitaal ontvangen, aantal nieuwe IPOs, enz. Voorts diende de Commissie, in verband met haar Europa-initiatief, in welk initiatief zij voorstelde te streven naar verdrievoudiging van de in eerste fase opgebrachte financiering vóór eind 2003, vervolgens bij het Comité voor Europees beleid een werkdocument in over de verbetering van de samenhang van alle financiële instrumenten van de Gemeenschap om de groei van risicokapitaal en snelgroeiende bedrijven te vergemakkelijken.

In addition, the need for job vacancy statistics follows from the Action Plan on Economic and Monetary Union (EMU) Statistical Requirements, which was established at the request of the Ecofin Council by the European Commission (Eurostat) in close collaboration with the ECB; this also gave rise to the Principal European Economic Indicators (PEEI), which include job vacancy statistics and were adopted by the Ecofin Council on 18 February 2003.

This Directive builds on the consensus reached at the Santa Maria da Feira European Council of 19 and 20 June 2000 and the subsequent Ecofin Council meetings of 26 and 27 November 2000, 13 December 2001 and 21 January 2003.

As requested by the Council on 22 July 1999, the study: "will be undertaken in the general context of the Vienna European Council conclusions emphasising the need to combat harmful tax competition whilst taking into account that co-operation in the tax policy area is not aiming at uniform tax rates and is not inconsistent with fair tax competition, but is called for to reduce the continuing distortions in the Single Market also in view of stimulating economic growth and enhancing the international competitiveness of the Community, to prevent excessive losses of tax revenue or to get tax structures to develop in a more employment-friendly way. This study will also be undertaken on the basis of the ECOFIN Council conclusions asking to illuminate existing differences in effective corporate taxation in the Community and the policy issues that such differences may give rise to.
Zoals door de Raad op 22 juli 1999 verzocht, wordt de studie ,uitgevoerd naar aanleiding van de conclusies van de Europese Raad van Wenen, waarin wordt benadrukt dat schadelijke belastingconcurrentie moet worden bestreden, waarbij er rekening mee zal worden gehouden dat samenwerking op het gebied van het belastingbeleid niet gericht is op uniforme belastingtarieven en niet onverenigbaar is met eerlijke belastingconcurrentie, maar is vereist om de voortdurende verstoringen op de interne markt te verminderen, mede om de economische groei te stimuleren en het internationale concurrentievermogen van de Gemeenschap te versterken, om buitensporige verliezen aan belastinginkomsten te voorkomen of om te bewerkstelligen dat de belastingstructuren zich ontwikkelen op een meer werkgelegenheidsvriendelijke wijze. Deze studie zal mede worden uitgevoerd op basis van de conclusies van de Raad Ecofin waarin wordt gevraagd om bestaande verschillen in de effectieve vennootschapsbelasting in de Gemeenschap en de beleidsproblemen die daaruit kunnen ontstaan, in kaart te brengen.

The European Council at its meeting in Cardiff on 16 June 1998 welcomed the decision of the Ecofin Council and the ministers meeting in that Council on 1 May 1998 to establish a light procedure, fully respecting the subsidiarity principle, for monitoring progress on economic reform.
De Europese Raad heeft tijdens zijn bijeenkomst van 16 juni 1998 te Cardiff het besluit toegejuicht van de Raad Ecofin en van de ministers in het kader van die Raad bijeen op 1 mei 1998 , om een eenvoudige procedure in te stellen, die het subsidiariteitsbeginsel volledig eerbiedigt, om toe te zien op de vorderingen van de economische hervormingen.
