Supports the Commission’s idea of shifting the tax burden away from labour towards energy and environmental taxation; believes, however, that in many sectors a tax on mineral resources is not an adequate fiscal tool for increasing resource efficiency; welcomes the intention to encourage Member States to phase out environmentally harmful subsidies (EHS) more quickly by preparing plans and timetables and to report on those as part of their National Reform Programmes; notes that this should be achieved in a way that does not harm the EU’s competitiveness or increase the risk of carbon leakage; urges the Member States to promote new technologies and sustainable growth by, inter alia, ensuring that their public procurement policies better reflect resource efficiency; believes that activities aimed at developing criteria and promoting the uptake of those criteria by public authorities should be strengthened;
4. steunt het idee van de Commissie om de belastingdruk te verschuiven van arbeid naar energie- en milieubelastingen; is evenwel van mening dat een belasting op minerale grondstoffen in veel sectoren geen geschikt fiscaal instrument is ter verbetering van een efficiënt gebruik van hulpbronnen; is ingenomen met het voornemen de lidstaten aan te moedigen om milieuonvriendelijke subsidies sneller af te schaffen door plannen en tijdschema's op te stellen en hierover in hun nationale hervormingsprogramma's verslag uit te brengen; merkt op dat er daarbij voor gewaakt moet worden dat het concurrentievermogen van de EU wordt geschaad en het risico op CO2-lekkage toeneemt; verzoekt de lidstaten dringend nieuwe technologieën en duurzame groei te stimuleren, onder meer door in hun beleid inzake overheidsopdrachten meer rekening te houden met een efficiënt gebruik van hulpbronnen; is van mening dat activiteiten die beogen criteria te ontwikkelen en overheidsinstanties ertoe aan te moedigen deze criteria toe te passen, versterkt moeten worden;
