4. Notes that the prevention of terrorism and countering all types of radicalisation is one of the key priorities within the European Agenda for Security, but regrets that despite the recent reforms Europe is still unable to adequately respond to these new challenges; stresses therefore the need for a multifaceted approach to address the cultural, economic, social and political root causes that foster terrorism; underlines the crucial role of early identification of people at risk of being exposed to radicalisation and emphasises that responsible social and educational institutions should be adequately equipped through training to perform these tasks; highlights the need to make all actors aware of their responsibility to prevent radicalisation, whether at local, national, European or international level; reiterates the fundamental role of dialogue and cooperation between all actors in both formal and non-formal education (e.g. families, parents, teachers and associations), as well as culture and sport; points out the need for specialist training for teachers who can serve as role models and guiding figures, the importance of social and youth policies, alternative leisure activities, lifelong learning, and interfaith and intercultural dialogue to prevent radicalisation leading to violent extremism;
4. wijst erop dat de preventie van terrorisme en de bestrijding van alle vormen van radicalisering behoren tot de belangrijkste prioriteiten van de Europese Veiligheidsagenda, maar betreurt dat Europa ondanks de recente hervormingen nog steeds niet in staat is het hoofd te bieden aan deze nieuwe uitdagingen; benadrukt daarom dat er een veelzijdige benadering nodig is om de culturele, economische, sociale en politieke onderliggende oorzaken van terrorisme aan te pakken; onderstreept het cruciale belang van het vroegtijdig opsporen van mensen met een verhoogd radicaliseringspotentieel en benadrukt dat verantwoordelijke sociale en onderwijsinstellingen door middel van opleiding de juiste vaardigheden moeten krijgen om deze taken uit te voeren; benadrukt dat alle actoren bewust moeten worden gemaakt van hun verantwoordelijkheid om radicalisering te voorkomen, zowel op lokaal, nationaal, Europees als internationaal niveau; wijst nogmaals op de fundamentele rol van de dialoog en de samenwerking tussen alle actoren in zowel formeel als niet-formeel onderwijs (zoals familie, ouders, leerkrachten en verenigingen) alsook op het gebied van cultuur en sport; wijst erop dat er een gespecialiseerde opleiding moet worden opgezet voor leerkrachten die als voorbeeld en autoriteit kunnen dienen, en dat sociaal en jeugdbeleid, alternatieve vrijetijdsbestedingen, een leven lang leren en de interreligieuze en interculturele dialoog een belangrijke rol spelen bij de preventie van radicalisering die leidt tot gewelddadig extremisme;

The Bulgarian State Agency for Child Protection and other organizations are continuing to send requests for the children to be accepted for raising in Bulgaria pursuant to Article 5, 9 and 20 of the UN Convention on the Rights of the Child in respect to contact with the parents, fostering and care for them in their homeland. The Dutch authorities have not expressed a position to date.
De Bulgaarse dienst voor kinderbescherming en andere organisaties sturen aanhoudend verzoeken aan de Nederlandse autoriteiten om ermee akkoord te gaan dat de kinderen in Bulgarije worden grootgebracht, overeenkomstig artikel 5, 9 en 20 van het VN-Verdrag inzake de Rechten van het Kind, waarin het contact met de ouders, hun opvoeding en de zorg voor hen in het eigen land is geregeld.

"During the second phase, support will be given to bringing together the industries and parties concerned such as content providers, regulatory and self-regulatory bodies, software and Internet rating organisations and consumer associations, in order to foster conditions propitious for developing and implementing rating systems which are easy for content-providers and for consumers to understand and use, which provide European parents and educators with the necessary information to make decisions in accordance with their cultural and linguistic values, and which take account of the convergence of telecommunications, audiovisual media and information technology".
