Urges all institutions, pending its desired revision, to apply Regulation (EC) No 1049/2001, and the subsequent jurisprudence, fully and to the letter and spirit, and to take into account the changes brought about by the Lisbon Treaty and the Charter of Fundamental Rights; calls, in particular, on the Council, including its preparatory bodies, to publish minutes of the meetings of Council working groups and other documents, in the light of the Access Info Europe case, intervening Member States and their proposals; calls on Parliament to make available the agendas and feedback notes of the meetings of Committee coordinators, the Bureau and the Conference of Presidents, as well as, in principle, all documents referred to in these agendas, in accordance with the provisions of Regulation (EC) No 1049/2001, by publishing them on the Parliament’s website.

With the approval of the Bureau, a Member may, on the basis of a reasoned decision, be denied the right to inspect a Parliament document if, after having heard the Member concerned, the Bureau comes to the conclusion that such inspection would cause unacceptable damage to Parliament’s institutional interests or to the public interest, and that the Member concerned is seeking to inspect the document for private and personal reasons.

In the light of the Framework Agreement on relations between the European Parliament and the European Commission signed on 20 October 2010 (‘the Framework Agreement’), it is necessary to revise the Bureau Decision of 13 November 2006 on the rules governing the administrative processing of confidential documents.

The most important railway noise source identified in the document is rail freight, and it proposes two key measures: noise emission limits for interoperable vehicles, and retrofitting of existing cast-iron block braked freight wagons with composite brake blocks - which can reduce noise emissions by 8 dB(A) to 10 dB(A) (in October 2003, the UIC (International Union of Railways) gave approval to the use in international traffic of wagons equipped with 'K' type composite brake blocks).
