A precise forecast of Structural Funds payments is difficult due to the extremely decentralised nature of the operations being financed.

Croatia envisages moving to full decentralisation in 2010, i.e. without ex ante controls.

2. Notes that the number of agencies subject to the discharge procedure has greatly increased in recent years from 8 in 2000 to 21 decentralised plus three executive agencies in 2007, not including three agencies which are audited by the ECA but not subject to discharge by Parliament;

Recalls the structural problem with the financing of the decentralised agencies under Heading 3 and its effects on other political priorities, the reasons for which are to be found in the current Financial Regulation; stresses the need to reconcile these aspects and will endeavour to find a solution based on the real needs of each agency and policy; reminds the Commission of the need to provide mid-term programming, including accurate budget estimates, on the development of the decentralised and the executive agencies and to take a critical look at the Financial Regulation in terms of making it less bureaucratic;
23. brengt het structurele probleem in herinnering betreffende de financiering van gedecentraliseerde agentschappen in rubriek 3 en de gevolgen ervan voor andere politieke prioriteiten, die hun oorsprong vinden in het huidig financieel reglement; benadrukt de noodzaak om deze aspecten met elkaar te verzoenen en gaat zich inspannen om een oplossing te vinden gebaseerd op de werkelijke behoeften van elk agentschap en elke beleidsmaatregel; herinnert de Commissie aan de noodzaak te zorgen voor tussentijdse programmering, met inbegrip van accurate begrotingsramingen, met betrekking tot de ontwikkeling van de gedecentraliseerde en de uitvoerende agentschappen en het financieel reglement in het licht van ontbureaucratisering kritisch tegen het licht te houden;

Recalls the structural problem with the financing of the decentralised agencies under Heading 3 and its effects on other political priorities, the reasons for which are to be found in the current Financial Regulation; stresses the need to reconcile these aspects and will endeavour to find a solution based on the real needs of each agency and policy; reminds the Commission of the need to provide mid-term programming, including accurate budget estimates, on the development of the decentralised and the executive agencies and to take a critical look at the Financial Regulation in terms of making it less bureaucratic;
