To this end, the rapporteur went on a fact-finding mission to Washington D.C. and New York City to meet representatives of the Special Inspector for Afghanistan Reconstruction (SIGAR), the Inspector-General of the United States Agency for International Development (USAID), USAID’s office of Afghanistan and Pakistan Affairs, the United States Department of State, the Government Accountability Office, the Congressional Research Service, the World Bank and the United Nations Development Programme (UNDP). Your rapporteur also held a meeting with the Afghan Control and Audit Office as well as with various representatives of NGOs involved in Afghanistan.
