The Portuguese Presidency organised a ministerial conference on 4 and 5 May 2000 to launch a debate on the utilisation of the possibilities offered by the Amsterdam Treaty and the action to be taken on the conclusions of the Tampere European Council.

Considers that there is a discrepancy between the conclusions of the Tampere European Council and the provisions of the EC Treaty referred to by the Commission as the legal basis for its future proposals regarding immigration. The abovementioned conclusions go beyond the provisions of the Treaty and therefore require a reform of the latter if a true Community policy on immigration is to be drawn up.
