Nonetheless, the committee would like to recall that the YEI represents EUR 6,4 billion over the seven-year period of the MFF, of which EUR 3,2 billion comes from the European Social Fund (ESF) and a specific allocation of EUR 3,2 billion from a dedicated budget line in subheading 1b. All YEI-specific commitment appropriations have been frontloaded in 2014 and 2015, the first two years of the programming period.

Member States, especially those hardest hit by the debt crisis, in various forums have repeatedly argued for a permanent increase of EU co-financing rate. In fact, the increase in co-financing in 2009 from 50% to 65% was the most important factor contributing to a sharp increase in the number of applications and EGF funding becoming more attractive for Member States vis-à-vis the European Social Fund (ESF) and various national active labour market measures.
Met name de lidstaten die het zwaarst getroffen zijn door de schuldencrisis hebben bij verschillende gelegenheden herhaaldelijk gepleit voor een blijvende verhoging van het percentage van medefinanciering door de EU. To achieve this, the review of the Regulation on the European Social Fund will be the opportunity to ensure that this tool is set up for the benefit of the Union’s strategy, but also within this strategy of the Union, of course, particularly the objectives for employment and social inclusion. This requires an allocation of funds according to indicators other than GDP on its own and an increased percentage allocated to the European Social Fund.

Emphasises that the EU’s coordinated active labour market measures such as publicly funded work programmes for young people, and the creation of new, sustainable and good jobs – which are properly remunerated – and new businesses, as well as the promotion of a business culture in schools, incentives for new initiatives, technical assistance for start-ups, administrative simplification to speed up formalities, local service networks to facilitate management, and links with universities and research centres to promote product and process innovation, recognition of voluntary work as professional experience and the promotion of entrepreneurship are essential elements for successfully tackling youth unemployment and supporting inclusive growth; emphasises that EU funding available for young people from instruments such as the European Social Fund, the mobility programmes (Erasmus, Socrates, Leonardo) and the YOUTH programme should be used in a more effective, accessible, transparent and coordinated way, because the diversity of funding makes it difficult for youth organisations to access funding that answers their needs; stresses the need for funding for young people that is easy accessible, can be managed by volunteers and small organisations where applicable, and allows overarching measures to be funded that integrate several dimensions such as employment, mobility, social integration and cultural activities;

This modification also helps implementing the articles 2 (2) and 3 (b) of REGULATION (EC) No 1081/2006 OF THE EUROPEAN PARLIAMENT AND OF THE COUNCIL of 5 July 2006 on the European Social Fund and repealing Regulation (EC) No 1784/1999 in order to make Europe a more accessible place for a growing number of ageing and disabled people.
Deze wijziging draagt ook bij aan de tenuitvoerlegging van artikel 2, lid 2 en artikel 3, letter b) van Verordening (EG) nr. 1081/2006 VAN HET EUROPEES PARLEMENT EN DE RAAD van 5 juli 2006 betreffende het Europees Sociaal Fonds en tot intrekking van Verordening (EG) nr. 1784/1999 ten einde Europa toegankelijker te maken voor steeds meer oudere mensen en personen met een handicap.
