On 11 February 2014, the Chairman of the European Parliament's Committee on Fisheries addressed a letter to the Chairman of the Permanent Representatives Committee (Part One) stating that, should the Council transmit formally its own first-reading position to the Parliament in the form set out in the Annex to that letter, he would, subject to verification by the lawyer-linguists of both institutions, recommend to the Parliament's plenary session that it should, in the Parliament's second reading, accept the Council's position at first reading without amendment.

On 25 July 2012, the Permanent Representatives Committee endorsed the compromise text agreed at the last informal trilogue of 8 June 2012; this agreement was also confirmed by the European Parliament's Committee on Budgetary Control (CONT) on 8 October 2012, following which its Chairman sent a letter to the Chairman of the Permanent Representatives Committee confirming that, should the Council adopt that text, he would recommend Plenary to accept Council's first reading position without amendments;

In this letter Coreper II confirmed that, if Parliament amended the Commission proposal in line with the compromise, the Council would adopt the proposed decision in the form of the text thus amended.
