Article 102A of the CISA allows those services in EU member states responsible for issuing registration certificates for vehicles to have access to the Schengen Information System (SIS) for the purposes of checking whether vehicles presented to them for registration have not been stolen, misappropriated or lost and that persons applying for a registration certificate are not using identity documents which have been stolen, misappropriated or lost.

For vehicles previously registered in another Member State, the receiving country may only request: the roadworthiness certificate, the EC or national certificate of conformity, the original or a copy of the non-harmonised registration certificate issued in another Member State, the harmonised registration certificate, the insurance certificate and proof of payment of the VAT.

The aim of the proposal for a Directive, submitted to the Council by the Commission in June of this year, is to harmonize, at Community level, the form and content of registration certificates for motor vehicles in order to facilitate road traffic within the Community, simplify procedures for the re-registration of vehicles in another Member State, promote exchanges of information on the transfer of ownership of vehicles so as to step up the fight against illegal vehicle trafficking, and improve the functioning of the internal market.

Article 102A, which was added to the Schengen Convention in 2005 (OJ L 191, 22.7.2005), grants access to the Schengen Information System (SIS) to the member states' services responsible for issuing registration certificates for vehicles, for the sole purpose of checking whether the vehicles presented to them for registration have been stolen, misappropriated or lost.
