B. whereas the agricultural sector in the CCEE plays a crucial role in certain respects for the economy and employment; whereas, therefore, the success of enlargement is dependent to a considerable extent on the successful integration of the agricultural sector in the CCEE into the EU"s agricultural market; whereas the Commission should ensure that professional and training exchanges are encouraged between farms and farmers, particularly young farmers, in the current Member States and the CCEE,
B. overwegende dat de landbouwsector in de LMOE ten dele een zeer belangrijke rol speelt voor de economie en de werkgelegenheid en dat het succes van de uitbreiding derhalve in hoge mate afhangt van een geslaagde integratie van de landbouw van de LMOE in de landbouwmarkt van de EU, en overwegende dat de Commissie ervoor dient te zorgen dat uitwisselingen in het kader van opleiding en beroep tussen ondernemingen en bedrijven in de agrarische sector, met name van jongeren, uit de huidige lidstaten en de LMOE worden gestimuleerd,

A. whereas the main priorities of the Sapard instrument with regard to the prospective accession of the countries of Central and Eastern Europe (CCEE) to the European Union are to contribute to the implementation of the Community acquis concerning the common agricultural policy and related policies, and to solve priority and specific problems for the sustainable adaptation of the agricultural sector and rural areas in the CCEE,
A. overwegende dat de belangrijkste prioriteiten van het SAPARD-instrument met het oog op de geplande toetreding van de Midden- en Oost-Europese landen (LMOE) tot de Europese Unie zijn het leveren van een bijdrage aan de uitvoering van het acquis communautaire op het gebied van het gemeenschappelijk landbouwbeleid en daarmee verband houdende beleidstakken en het oplossen van om prioriteit vragende en specifieke problemen in verband met de duurzame aanpassing van de landbouwsector en de plattelandsgebieden van de LMOE,

2. Is deeply concerned that preparations for the accession of the CCEE are being considerably hindered in the agricultural sector by the delay in implementing the Sapard programme; stresses that the 2004 target for the first round of enlargement brings considerable pressure to bear on the process of adapting CCEE agriculture;
2. ziet met grote bezorgdheid dat de voorbereiding op de toetreding van de LMOE op het gebied van de landbouw als gevolg van de trage uitvoering van het SAPARD-programma aanzienlijk belemmerd wordt, en onderstreept dat het aanpassingsproces van de LMOE op het gebied van de landbouw daardoor met het oog op de beoogde eerste uitbreidingsronde in 2004 in grote tijdnood komt;

13. Points out that, on average, only 11% of Community appropriations for Sapard are earmarked for the development and diversification of agriculture in the CCEE; considers that there is an urgent need for greater support to create alternative sources of income and strengthen civil society in the CCEE in the context of promoting rural development, as there is considerable overmanning in the sector which may lead to a massive rise in unemployment following accession if their agriculture is subjected to the full pressure of competition from the present Member States; draws attention in this connection to the great importance of education and training as part of the required retraining and restructuring programmes;
13. wijst erop dat gemiddeld slechts 11% van het communautaire bedrag voor SAPARD bedoeld is voor ontwikkeling en diversifiëring van de landbouw in de LMOE; acht een sterkere steun voor het generen van alternatieve inkomensbronnen en ter versterking van het maatschappelijk middenveld in de LMOE in het kader van de steun aan plattelandsgebieden dringend noodzakelijk, omdat daar sprake is van een aanzienlijke overcapaciteit aan arbeidsplaatsen die na de toetreding zou kunnen leiden tot een zeer sterke stijging van de werkeloosheid, wanneer de landbouw volledig blootstaat aan de concurrentie uit de huidige EU-landen; wijst in dit verband op het grote belang van scholing en beroepsonderwijs in het kader van deze noodzakelijke omscholings- en herstructureringsprogramma's;

(21) Community education, training and youth programmes are open to the countries of the European Free Trade Association participating in the European Economic Area and the associated countries of Central and Eastern Europe (CCEE), in accordance with the conditions set out in the Europe Agreements, in their additional protocols and in the decisions of the relevant Association Councils, and to Cyprus, Malta and Turkey.
(21) Aan de communautaire programma's inzake onderwijs, beroepsopleiding en jeugd kan worden deelgenomen door de lidstaten van de Europese Vrijhandelsassociatie die deelnemen aan de Europese Economische Ruimte en door de landen van Midden en Oost-Europa (LMOE), overeenkomstig de voorwaarden die zijn vastgesteld in de Europaovereenkomsten, in de aanvullende protocollen daarbij en in de besluiten van de respectieve associatieraden, door Cyprus, alsmede door Malta en door Turkije.
