Emphasises that the EU’s coordinated active labour market measures such as publicly funded work programmes for young people, and the creation of new, sustainable and good jobs – which are properly remunerated – and new businesses, as well as the promotion of a business culture in schools, incentives for new initiatives, technical assistance for start-ups, administrative simplification to speed up formalities, local service networks to facilitate management, and links with universities and research centres to promote product and process innovation, recognition of voluntary work as professional experience and the promotion of entrepreneurship are essential elements for successfully tackling youth unemployment and supporting inclusive growth; emphasises that EU funding available for young people from instruments such as the European Social Fund, the mobility programmes (Erasmus, Socrates, Leonardo) and the YOUTH programme should be used in a more effective, accessible, transparent and coordinated way, because the diversity of funding makes it difficult for youth organisations to access funding that answers their needs; stresses the need for funding for young people that is easy accessible, can be managed by volunteers and small organisations where applicable, and allows overarching measures to be funded that integrate several dimensions such as employment, mobility, social integration and cultural activities;

Usually, such SME support networks are one-stop-shops for SMEs, where they can get information on practically all areas relevant to their business activities, including information or advice on legal, technical and market issues. Although ICT and e-business issues are playing an increasingly prominent role within their advisory activities, they can not be expected to replace professional IT and e-business services when it comes to helping SMEs to define and implement their individual e-business strategies. When SMEs reach this level of maturity, they should understand that e-business may entail significant re-organisation in order to take advantage of new technologies and render them more productive and competitive.
Hoewel thema's met betrekking tot ICT's en e-zakendoen steeds meer op de voorgrond treden in hun adviesactiviteiten, kan van hen niet worden verwacht dat ze de plaats innemen van professionele diensten op het gebied van IT en e-zakendoen wanneer het erop aankomt kmo's te helpen bij het uitstippelen en in praktijk brengen van hun individuele strategie voor e-zakendoen.
