Any financing agreement or contract concluded under this Regulation shall stipulate that it is subject to the supervision and financial control of the Commission which may carry out spot-checks and inspections, and to audits by the Court of Auditors, in accordance with the usual arrangements laid down by the Commission under the provisions in force, particularly those in the Financial Regulation applicable to the general budget of the European Union .

Alle krachtens deze verordening gesloten financieringsovereenkomsten of -contracten dienen de bepaling te omvatten dat zij onderworpen zijn aan controle door de Commissie, die ter plaatse inspecties mag uitoefenen, alsmede aan audits door de Rekenkamer, volgens de gebruikelijke methoden die door de Commissie zijn vastgesteld in het kader van de geldende bepalingen, in het bijzonder die van het Financieel Reglement dat van toepassing is op de algemene begroting van de Europese Unie .

5. Welcomes the information contained in the Financial Controller's report to the Institution no. 01/01 that the error rate (defined in terms of budgetary documents returned for correction and completion, as a percentage of the total number submitted) fell from 8.4% in 1999 to 7% in 2000 and that of the total number of documents controlled (33 335) only 8 ultimately gave rise to a withholding of approval by the Financial Controller - 5 of which were overruled - , both figures representing a downward trend; is concerned that the large number of errors, which are now detected and set right because of the activity of the Financial Controller, will go undetected when and if ex ante verification is abolished on the introduction of the proposed internal audit system;
5. is ingenomen met de informatie in verslag nr. 01/01 van de financieel controleur aan de instelling dat het foutenpercentage (het aantal begrotingsdocumenten dat werd teruggezonden voor verbetering en aanvulling als percentage van het totaal voorgelegde aantal) van 8,4% in 1999 daalde tot 7% in 2000 en dat van het totale aantal gecontroleerde documenten (33.335) tenslotte slechts 8 werden getroffen door een visumweigering door de financieel controleur – waarvan er 5 terzijde werden gesteld -, waarbij beide cijfers een dalende tendens te zien geven; is bezorgd dat het grote aantal fouten dat nu is ontdekt en hersteld als gevolg van de activiteiten van de Financieel Controleur niet aan het licht zal komen als de controle ex ante wordt afgeschaft bij de invoering van het voorgestelde interne-auditstelsel;
