Emphasises that all base metals, including stainless steels and aluminium, are subject to global competition; considers it urgent for the Commission, in its analysis and comparisons, when defining relevant geographic markets, to take the global market as a reference and not to limit its analysis simply to the internal market; calls for an impact assessment of production capacities, which should consider, inter alia, plant and jobs, to be performed before any decisions are taken by the Commission’s DG Competition, and for its conclusions to be incorporated in the final publicity afforded to stakeholders; calls for a revision of competition policy and state aid rules in order to facilitate public intervention, with the aim of maintaining social and regional cohesion, improving environmental standards and addressing public health concerns; calls for the impact on employment of any decision by DG Competition to be taken into account in advance and be able to lead to an objective justification or, if need be, compensation for employees affected by measures to correct abuses of dominant positions; calls for better involvement of social partners and, in particular, workers’ organisations and trade unions at national and European level to avoid social dumping practices in the sector and ensure the creation of quality employment; calls for the involvement of workers in the industry’s decision-making process;

Encourage the use of EU funding instruments, where appropriate, including Horizon 2020, Erasmus+, the European Regional Development Fund (ERDF) and the EU programme for the Competitiveness of Enterprises and Small and Medium-sized Enterprises (COSME), to develop innovative solutions concerning the economic dimension of the sport sector for long term socioeconomic impact; and assess if there is room for further improvement regarding the inclusion of research and innovation related to sport in existing EU funding schemes.

Calls on the Member States to increase the priority given to preventing corruption in sport and stresses the need for increased focus on efficient law enforcement in this regard; calls for the adoption at national level of effective measures to prevent conflicts of interest, notably by avoiding wagers of all stakeholders from the world of sports on betting organised on competitions in which they are involved; calls upon all sports governing bodies to commit to good governance practices in order to reduce the risk of falling victim to match-fixing; calls on the Commission, in this regard, to take into account the work of the Council of Europe on the assessment of the risks of certain types of bets and to assess the possible risks of spot betting, where it is possible to bet on certain bets during a competition and to take appropriate action accordingly;

Points to the great disparities between the different regions and Member States with regard to the social and economic importance of various sports, as well as in the relative size and popularity of the major clubs in the leading professional sports; therefore believes that the differences in the ways in which revenue is composed and generated, in how support is provided, and in the approach taken to ensuring competitive balance, are both justifiable and necessary; believes, however, that in order to safeguard the social and economic importance of sport in all regions and in the smaller entities, it's important to encourage the involvement of the sport clubs in social solidarity actions and in optional social solidarity mechanisms; considers that the social involvement of sports clubs in popular sports and the use of high-quality sports facilities by all social groups can make a major contribution to social and economic cohesion, and therefore considers such involvement to be vital;

Urges the Commission and the Member States to pay particular attention to the physical and mental health of adolescent girls participating in top-level competitions, and to assess with the utmost care the effects certain demands may have on the sexual and reproductive health of adolescent girls and on their physical and mental development, with the aim of preventing any effects that run counter to the important educational role of sport;
