EU financial intervention should aim at complementing and support the actions of Member States and aiming at coordination in an area where issues are transnational by nature:

6. EMPHASISES that euro area Member States are in a specific situation due to their stronger financial and economic inter-linkages and the resulting spill-overs and UNDERLINES that a prerequisite for growth and adjustment is to continue on the path of fiscal consolidation and structural reforms and to reverse financial fragmentation, to improve financing conditions for investors, especially in the vulnerable countries and to encourage the inflow and efficient allocation of capital to support adjustment; further RECALLS that the reform momentum is supported by the on-going efforts to strengthen EMU governance based on deeper integration and reinforced solidarity in the euro area as agreed by the European Council in December 2012, with the immediate priority of implementing the reformed economic and fiscal governance and financial regulation and developing the banking union; and STRESSES the importance of developing possible further measures and a time-bound roadmap at the June 2013 European Council.
6. The EU urges the countries in the region, acting in close co-operation with relevant international financial institutions, to maintain and expand the hard-won gains in macroeconomic stability, which is a pre-condition for lasting economic growth, through prudent fiscal and monetary policies; to accelerate the momentum of structural reforms, especially in the areas of tax policy and administration, mainly by promoting the principles of transparency and accountability and supporting sound management in the public sector; the financial sector should be closely supervised and the privatisation process taken forward; to promote good governance and create a business environment that promotes private economic activity and foreign investment. The EU will continue to provide assistance in this area, in co-ordination with international financial institutions.

Suspension of restrictions on trade with the Bosnian Serbs The United Nations Security Council noted on 26 February 1996 that the conditions laid down in Resolution 1022 (1995) extending the suspension of trade restrictions on the FRY (Serbia and Montenegro) to the Bosnian Serbs had been fulfilled; the Council accordingly adopted, with the United Kingdom delegation abstaining [2] - a Regulation suspending Regulation (EEC) No 990/93 and Regulation (EC) No 2471/94, and repealing Regulation (EC) No 2472/94 and Regulation (EC) No 2815/95 concerning the interruption of economic and financial relations with the Federal Republic of Yugoslavia (Serbia and Montenegro), the United Nations Protected Areas in the Republic of Croatia and those areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces; and the Representatives of the Governments of the Member States, meeting within the Council, adopted - a Decision suspending Decision 93/235/ECSC and repealing Decision 95/510/ECSC, concerning the interruption of economic relations with the Federal Republic of Yugoslavia (Serbia and Montenegro), the United Nations Protected Areas in the Republic of Croatia and those areas of the Republic of Bosnia and Herzegovina under the control of Bosnian Serb forces.

In the area of expenditure, the Council stresses the need, in particular: - to improve the management and control of the CMO in fruit and vegetables, and requests an assessment of the intervention system in this CMO once the reform has been fully applied; - for the Structural Funds, to reduce the concentration of payments at the end of the budgetary year by improving coordination between the Commission and the Member States; - in the field of regional policy, to take every step to ensure that the proper procedure is followed in respect of public works contracts, and to apply stringently environmental legislation in all action financed from the Community budget; - regarding policy on SMEs, to use a more precise and realistic definition of SMEs and to facilitate their access to the existing instruments; - in the area of research (Human Capital and Mobility programme), to ensure comprehensive, consistent management of the programme, and optimum coordination of the departments concerned; - regarding the PHARE and TACIS programmes, to improve coordination between those taking part, in order to ensure that the studies carried out are followed by specific action, and to conduct a systematic prior assessment before any decision is taken to renew each programme; - with respect to the programmes concerning the Mediterranean countries, to improve the allocation of its human resources, in order to optimize the conditions for implementing its programmes; - regarding the Commission's external delegations, to ensure strict compliance with Community rules on statutory and financial matters, and the establishment of an inventory of all movable property.
Op het gebied van de uitgaven onderstreept de Raad met name de noodzaak om : - het beheer van en de controle op de gemeenschappelijke marktordening in de sector groenten en fruit te verbeteren en wenst hij dat de interventieregeling in deze marktordening wordt geëvalueerd wanneer de hervorming volledig doorgevoerd is ; - wat de Structuurfondsen betreft, concentratie van de betalingen aan het eind van het begrotingsjaar tegen te gaan door betere coördinatie tussen de Commissie en de Lid-Staten ; - op regionaal gebied alle initiatieven te nemen ten einde te waarborgen dat de procedure inzake overheidsopdrachten reglementair verloopt, en de milieuwetgeving strikt toe te passen bij alle financiële verrichtingen uit de communautaire begroting ; - met betrekking tot het beleid ten aanzien van het midden- en kleinbedrijf een nauwkeuriger en realistischer definitie van middelgrote en kleine ondernemingen te hanteren en toegang van dat soort ondernemingen tot de bestaande instrumenten te vergemakkelijken ; - op het gebied van het onderzoek (programma "menselijk kapitaal en mobiliteit") een samenhangend en volledig beheer van het programma alsmede een optimale coördinatie tussen de betrokken diensten te waarborgen ; - met betrekking tot de programma's PHARE en TACIS, de coördinatie tussen de deelnemers te verbeteren ten einde te waarborgen dat de uitgevoerde studies gevolgd worden door concrete acties alsmede een systematische evaluatie te maken voordat er enig besluit wordt genomen ten aanzien van de verlenging van elk programma ; - met betrekking tot de programma's inzake de Middellandse-Zeelanden, haar menselijke hulpbronnen beter in te zetten, opdat deze programma's onder optimale omstandigheden ten uitvoer kunnen worden gelegd ; - met betrekking tot de externe delegaties van de Commissie, een strikte toepassing van de communautaire voorschriften op statutair en financieel gebied te waarborgen, en een inventaris van alle roerende goederen op te maken.
