We must be aware that a repetition of last year could have real adverse effects on food security within the EU. Doing away with the natural instability of the agricultural market is surely the most important task of any agricultural policy and as such it should also be reflected in this report.
We moeten ons ervan bewust zijn dat een herhaling van vorig jaar reële nadelige gevolgen zou kunnen hebben voor de voedselzekerheid in de EU. Een eind maken aan de natuurlijk instabiliteit van de landbouwmarkt is toch in elk geval de voornaamste taak van welk landbouwbeleid dan ook en als zodanig zou het in dit verslag weerspiegeld moeten worden.

Het functioneren en de ontwikkeling van de gemeenschappelijke markt voor landbouwproducten moeten gepaard gaan met de totstandbrenging van een gemeenschappelijk landbouwbeleid en dit beleid dient met name een gemeenschappelijke ordening van de landbouwmarkten te omvatten, welke ordening verschillende vormen kan aannemen naar gelang van de producten.
