Demands that any future protocol on the EU-Morocco Fisheries Partnership Agreement that grants fishing opportunities to EU fishermen in waters coming under the sovereignty and within the jurisdiction of the Kingdom of Morocco be restricted solely to the waters north of the 27º 40' N parallel, in compliance with international law;

We have therefore retabled two amendments, which, in line with international law, specifically exclude the waters off Western Sahara from the fisheries agreement before us, granting fishing possibilities only to Community fishermen in the waters falling within the sovereignty or jurisdiction of the Kingdom of Morocco, or in other words solely in the waters north of the 27°40' parallel.
Nous avons donc redéposé deux amendements qui, conformément au droit international, excluent de manière spécifique les eaux au large du Sahara occidental du présent accord, n’octroyant des possibilités de pêche aux pêcheurs communautaires que dans les eaux relevant de la souveraineté ou de la juridiction du Royaume du Maroc, à savoir uniquement dans les eaux au nord du 27°40’ parallèle.

A substantial part of this amount will be earmarked for measures specifically designed to help Morocco’s small-scale fleet and to support the development of sustainable fishing activities in Morocco’s waters.

The EIB has been involved in EU-Morocco financial cooperation since 1978. It has advanced some EUR 2.5 billion for key projects contributing to the development of the Moroccan economy, notably providing a total of EUR 126.5 million for modernisation of the country's ports (Agadir, Casablanca, Jorf-Lasfar, Kenitra, Mehdia-Kenitra, Mohammedia, Nador, Safi and Tangiers). In addition, the EIB has supported projects such as the first EU-Morocco power grid interconnection via the Strait of Gibraltar, high-voltage electricity transmission facilities and power supplies to rural areas, upgrading of inter-regional and international telephone networks, and large-scale water management schemes (sewerage systems in several coastal towns, irrigation of farmland in the Doukkala Plain, etc.). It has also helped to finance SMEs in the productive and cooperative sectors through global loans intended particularly for facilitating joint ventures between Moroccan and European operators.
Elle s'est associée, avec environ 2,5 milliards d'euros, au financement de projets d'envergure participant au développement de l'économie marocaine, notamment la modernisation (pour un total de 126,5 millions d'euros) des principaux ports du pays (Agadir, Casablanca, Jorf-Lasfar, Kenitra, Mehdia-Kenitra, Mohammedia, Nador, Safi et Tanger) ; par ailleurs la Banque a soutenu la première interconnexion électrique UE-Maroc par le détroit de Gibraltar, le transport d'électricité à haute tension et la distribution d'électricité en zones rurales, le renforcement des réseaux téléphoniques inter-régionaux et internationaux, ainsi que la réalisation d'importants ouvrages de gestion des eaux (assainissement de plusieurs villes côtières, irrigation de périmètres agricoles des Doukkala, etc.); en outre la BEI a favorisé le financement de petites et moyennes entreprises des secteurs productif et coopératif par le biais de ses prêts globaux, en particulier dans une perspective de développement de co-entreprises entre opérateurs marocains et européens.

Taking into account that at the time of the signing of this treaty, Spain had not extended the jurisdiction of Saharan waters to 200 miles and given that according to the international legal order and the UN Convention on the Law of the Sea, the Kingdom of Morocco, as an 'occupying' country, cannot extend the jurisdiction of these waters, nor include in its Exclusive Economic Zone (EEZ) these Western Sahara fishing grounds;

The Agreement applies to waters over which Morocco has sovereignty or jurisdiction and respects Morocco's sovereign rights concerning the conservation and exploitation of its fish stocks (and, indeed, is based on the formula used for all the Community's previous fisheries agreements with non-member countries).
