On 18 November 2009, Parliament, Council and the Commission therefore agreed to continue the budgetary procedure under the EC Treaty, but also reached an agreement covering the outcome of the budgetary procedure, including Parliament’s vote, which took place in full respect of the Multiannual Financial Framework. The President of the Council has just confirmed the agreement of the Council on the budget we have just voted. This means that Parliament and Council have now reached an agreement on a joint text, respecting the aim and purpose of Article 314. I thus note that the budgetary procedure, that was initiated under Article 272 of the Treaty establishing the European Community and continued under Article 314 of the Treaty on the Functioning of the European Union, has been completed in accordance with Article 314 of the Treaty on the Functioning of the European Union and the Multiannual Financial Framework. The budgetary procedure can thus be deemed to be completed and the budget is declared definitively adopted’.
Il en ressort que le Parlement et le Conseil sont arrivés à un accord sur un texte commun, conformément à l’objectif de l’article 314 du traité sur le fonctionnement de l’Union européenne. Je constate donc que la procédure budgétaire, ouverte conformément à l’article 272 du traité CE et poursuivie conformément à l’article 314 du traité sur le fonctionnement de l’Union européenne, a été achevée conformément à l’article 314 du traité sur le fonctionnement de l’Union européenne et au cadre financier pluriannuel. The Interinstitutional Agreement on budgetary discipline and sound financial management, which will be put to the vote today, provides for great advances in the field of budgetary discipline and Parliament’s budgetary rights.
L’accord interinstitutionnel sur la discipline budgétaire et la bonne gestion financière, que nous voterons aujourd’hui, offre de réelles avancées sur le plan de la discipline budgétaire et des droits budgétaires du Parlement.

Only by adopting this approach will the discharge of the budgetary process be worthwhile. Only through this approach will we ultimately have any guarantee of success and only in this way can we have any hope that the budget will receive a favourable vote in December and be approved.

One list would have been made in agreement with the Council and the other would have been established without agreement with the Council.
