In the past months, several EU high level political visits and meetings took place - visits of HR/VP Mogherini, European Council President Tusk and Commissioner Hahn to Tunis, and recent visits of Tunisian Prime Minister Essid to Brussels where he met the President of the European Commission Juncker.

E. whereas, in this context, the law creating a higher Institute for the training of lawyers, provided for by that agreement, was adopted at the beginning of May by the Tunisian Parliament without the outcome of consultations with the council of lawyers having been taken into account and whereas, consequently, the executive exercises control over the training and selection of future Tunisian lawyers; drawing attention to the virtually systematic harassment of Tunisian lawyers working for an independent judicial system and the detention for more than a year of the lawyer Mohammed Abbou; noting with interest that despite several requests to visit, the UN Special rapporteur on the independence of judges and lawyers has still not received any invitation from the Tunisian government,
E. considérant, a cet égard, que la loi créant un Institut supérieur des avocats, prévu par cette convention, a été adoptée début mai par le parlement tunisien sans que les résultats des consultations avec l'Ordre des avocats n'aient été prises en compte et considérant, par conséquent, le contrôle de l'exécutif sur la formation et la sélection des futurs avocats tunisiens; rappelant le harcèlement quasi-systématique des avocats tunisiens œuvrant pour une indépendance de la justice ainsi que la détention, depuis plus d'un an, de Maître Abbou; notant avec intérêt qu'en dépit de plusieurs demandes de visites, le rapporteur spécial des Nations Unies pour l'indépendance des juges et des avocats n'a toujours pas reçu d'invitation de la part du gouvernement tunisien,

E. whereas the Tunisian Parliament adopted in early May a law establishing a law school (Institut supérieur des avocats), as provided for in the funding agreement, without taking into account the results of consultations with the association of barristers, and noting the executive’s consequent control over the training and selection of future Tunisian lawyers; recalling the more or less systematic harassment of Tunisian lawyers working to achieve an independent judiciary and the detention, for more than a year, of Maître Abbou, a lawyer; noting with interest that despite numerous requests to be allowed to visit, the UN Special Rapporteur on the Independence of Judges and Lawyers has not received an invitation from the Tunisian Government,

The EESC President, Mr Briesch, was in Tunis on 1 and 2 July on an official visit at the invitation of the Tunisian Economic and Social Council.
