3. For the Union action financed under this Regulation, the term ‘irregularity’ in Article 1(2) of Council Regulation (EC, Euratom) No 2988/95 of 18 December 1995 on the protection of the European Communities financial interests (7) shall mean any infringement of a provision of the law of the Union or any breach of a contractual obligation resulting from an act or omission by an economic operator which has, or would have, the effect of prejudicing the general budget of the Union or budgets managed by it by an unjustified item of expenditure or budgets managed by other international organisations on behalf of the Union or the Community.
3. Pour les actions de l’Union financées au titre du présent règlement, la notion d’irrégularité visée à l’article 1er, paragraphe 2, du règlement (CE, Euratom) no 2988/95 du Conseil du 18 décembre 1995 relatif à la protection des intérêts financiers des Communautés européennes (7) s’entend comme toute violation d’une disposition du droit de l’Union ou toute méconnaissance d’une obligation contractuelle résultant d’un acte ou d’une omission par un opérateur économique qui, par une dépense indue, a ou aurait pour effet de porter préjudice au budget général de l’Union ou à des budgets gérés par celle-ci, ou encore à des budgets gérés par d’autres organisations internationales pour le compte de l’Union ou de la Communauté.
