The Barcelona European Council of 16 March 2002 asked the Council to adopt this measure quickly, and approved the main principles of the Commission's proposal (separate liberalisation schemes for business and domestic consumers; separation of production and distribution activities; non-discriminatory access to the network for consumers and producers by means of published, transparent tariffs; setting up of regulatory systems in all Member States).

Following a long debate, the Council reached agreement in principle on many aspects, in accordance with the guidelines adopted at the Barcelona European Council on 16 March: separate liberalisation schemes for business and domestic consumers; separation of production and distribution activities; non-discriminatory access to the network for consumers and producers by means of published, transparent tariffs; setting up of regulatory systems in all Member States (The European Council fixed 2004 as the date for liberalisation for business customers, and decided to postpone discussion of the date for domestic customers until just before the European Council in spring 2003.)
Le Conseil a procédé à un long débat qui a permis de mettre en évidence de nombreuses convergences de principe, reprenant les lignes directrices accordées au Conseil européen de Barcelone du 16 mars 2002 : ouverture différenciée entre consommateurs professionnels et domestiques, séparation des activités de production et de distribution, accès non discriminatoire des consommateurs et producteurs au réseau grâce à des tarifs transparents et publics, création de fonctions régulatrices dans tous les Etats membres).
