(3) Directive 94/25/EC is based on the New Approach principles, as set out in the Council Resolution of 7 May 1985 on a new approach to technical harmonisation and standards Thus, it sets out only the essential requirements applying to recreational craft, whereas technical details are adopted by the European Committee for Standardisation (CEN) and the European Committee for Electrotechnical Standardisation (Cenelec) in accordance with Directive 98/34/EC of the European Parliament and of the Council of 22 June 1998 laying down a procedure for the provision of information in the field of technical standards and regulations and of rules on Information Society services .
(3) La directive 94/25/CE repose sur les principes de la nouvelle approche, que décrit la résolution du Conseil du 7 mai 1985 concernant une nouvelle approche en matière d'harmonisation technique et de normalisation . Elle se borne donc à énoncer les exigences essentielles applicables aux bateaux de plaisance, l'adoption des caractéristiques techniques détaillées étant confiée au Comité européen de normalisation (CEN) ainsi qu'au Comité européen de normalisation électrotechnique (Cenelec), conformément à la directive 98/34/CE du Parlement européen et du Conseil du 22 juin 1998 prévoyant une procédure d'information dans le domaine des normes et réglementations techniques et des règles relatives aux services de la société de l'information .

(14) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in order to empower it to make purely technical amendments of the Annexes to this Directive, in line with the adoption of directives in the field of technical harmonisation and standardisation and as a result of the technical progress, changes in the most relevant harmonised European standards or specifications and new scientific findings concerning electromagnetic fields, as well as to adjust the orientation and action values and the related lists of activities, workplaces and types of equipments.
(14) Il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, afin qu'elle soit habilitée à apporter des modifications purement techniques aux annexes de la présente directive, dans le droit fil de l'adoption des directives concernant l'harmonisation et la normalisation techniques et à la suite de progrès techniques, de changements dans les normes ou spécifications européennes harmonisées les plus pertinentes ou après de nouvelles découvertes scientifiques relatives aux champs électromagnétiques.

(14) The power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in order to empower it to make purely technical amendments of the Annexes to this Directive, in line with the adoption of directives in the field of technical harmonisation and standardisation and as a result of the technical progress, changes in the most relevant standards or specifications and new scientific findings concerning electromagnetic fields hazards as well as to adjust the action levels.
(14) Il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne, afin qu'elle soit habilitée à apporter des modifications purement techniques aux annexes de la présente directive, dans le droit fil de l'adoption des directives concernant l'harmonisation et la normalisation techniques et à la suite de progrès techniques, de changements dans les normes ou spécifications les plus pertinentes ou après de nouvelles découvertes scientifiques relatives aux risques qu'entraînent les champs électromagnétiques.

(25) Regard should be given to the modules and rules intended for use in technical harmonisation Directives set out in Council Decision 93/465/EEC of 22 July 1993 concerning the modules for the various phases of the conformity assessment procedures and the rules for the affixing and use of the CE conformity marking, which are intended to be used in the technical harmonisation directives.
(25) Il convient d’accorder une considération particulière aux modules et règles destinés à être utilisés dans les directives d’harmonisation technique qui sont prévus par la décision 93/465/CEE du Conseil du 22 juillet 1993 concernant les modules relatifs aux différentes phases des procédures d’évaluation de la conformité et les règles d’apposition et d’utilisation du marquage «CE» de conformité, destinés à être utilisés dans les directives d’harmonisation technique.

As regards Directive 2003/10/EC, the Commission should be empowered to make purely technical adjustments resulting from the adoption of directives in the field of technical harmonisation and standardisation with regard to the design, building, manufacture or construction of work equipment and/or workplaces, as well as from technical progress, changes in the most appropriate harmonised European standards or specifications and new findings concerning noise.
