5. The Commission shall adopt implementing acts authorising or withdrawing the authorisation of products and substances that may be used in organic production in general and products and substances that may be used in the production of processed organic food in particular, and establishing the procedures to be followed for the authorisation and the lists of those products and substances and, where appropriate, their description, compositional requirements and conditions for use.
5. La Commission adopte des actes d'exécution délivrant ou retirant l'autorisation des produits et substances pouvant être utilisés dans la production biologique en général et dans la production de denrées alimentaires transformées biologiques en particulier, et définissant les procédures à suivre pour l'autorisation de ces produits et substances et l'établissement de leur liste, ainsi que, le cas échéant, leur description, les exigences en matière de composition qui leur sont applicables et leurs conditions d'utilisation.

3. In order to ensure quality, traceability and compliance with this Regulation as regards organic production in general and the production of processed organic food in particular, and adaptation to technical developments, the Commission shall be empowered to adopt delegated acts in accordance with Article 36 providing for additional criteria for the authorisation or withdrawal of the authorisation of products and substances referred to in paragraph 1 for use in organic production in general and in the production of organic processed food in particular, and other requirements and conditions for the use of such authorised products and substances.
3. Afin de garantir la qualité, la traçabilité et la conformité au présent règlement eu égard à la production biologique en général et à la production de denrées alimentaires transformées biologiques en particulier, ainsi que d'assurer l'adaptation au progrès technique, le pouvoir d'adopter des actes délégués conformément à l'article 36 est conféré à la Commission pour définir des critères supplémentaires aux fins de l'autorisation ou du retrait de l'autorisation d'utilisation des produits et substances visés au paragraphe 1 dans la production biologique en général et dans la production de denrées alimentaires transformées biologiques en particulier, ainsi que d'autres exigences et conditions auxquelles l'utilisation de ces produits et substances autorisés est soumise.

(48) In order to ensure quality, traceability and compliance with this Regulation as regards organic production in general and the production of organic processed food in particular, and adaptation to technical developments, the power to adopt certain acts should be delegated to the Commission to provide for additional criteria for the authorisation or withdrawal of the authorisation of products and substances for use in organic production in general and in the production of organic processed food in particular, and other requirements for the use of such authorised products and substances.
(48) Afin de garantir la qualité, la traçabilité et la conformité au présent règlement pour ce qui est de la production biologique en général et de la production de denrées alimentaires transformées biologiques en particulier, ainsi que d'assurer l'adaptation au progrès technique, il convient de déléguer à la Commission le pouvoir d'adopter certains actes en vue de définir des critères supplémentaires aux fins de l'autorisation ou du retrait de l'autorisation d'utiliser des produits et substances pour la production biologique en général et pour la production de denrées alimentaires transformées biologiques en particulier, ainsi que d'établir d'autres exigences à remplir pour pouvoir utiliser ces produits et substances autorisés.

(i) the capacity of short-term exposure to the substance to cause significant effects, (ii) the potential of the substance to undergo widespread involuntary exposure to organisms in the environment, (iii) whether the substance exhibits multiple pathways of exposure to organisms, (iv) whether exposure to the substance is inevitable due to ongoing human activity, (v) whether the substance causes a reduction in metabolic and defensive functions of an organism, (vi) the probability of the substance causing delayed or latent effects over the lifetime of an organism, (vii) whether the substance has the potential to cause the reproductive or survival impairment of an organism, (viii) whether the presence of a substance has the potential to contribute to population failure of a species of organisms, (ix) whether the substance could have transgenerational effects, (x) the potential of the substance to cause disproportionate cascading effects in an organism, (xi) whether the substance has the potential to cause false signals of viability in an organism, (xii) quantities, uses and disposal of the substance, (xiii) the manner in which the substance is released into the environment, (xiv) the extent to which the substance can become dispersed and will persist in the environment, and, (xv) the development and use of alternatives to the substance;

(b) to cultivate any micro-organism that is in or taken from a product or substance that may contain pathogenic micro-organisms or to demonstrate the presence of any micro-organism in such a product or substance.

1. Taking into account, in particular, the precautionary principle, the objective of this Regulation is to protect human health and the environment from persistent organic pollutants by prohibiting, phasing out as soon as possible, or restricting the production, placing on the market and use of substances subject to the Stockholm Convention on Persistent Organic Pollutants, hereinafter "the Convention", or the 1998 Protocol to the 1979 Convention on Long-Range Transboundary Air Pollution on Persistent Organic Pollutants, hereinafter "the Protocol", and by minimising, with a view to eliminating where feasible as soon as possible, releases of such substances, and by establishing provisions regarding waste consisting of, containing or contaminated by any of these substances.
1. Compte tenu notamment du principe de précaution, le présent règlement a pour objectif la protection de la santé humaine et de l'environnement contre les polluants organiques persistants en interdisant, en éliminant le plus rapidement possible ou en limitant la production, la mise sur le marché et l'utilisation des substances visées par la convention de Stockholm sur les polluants organiques persistants, ci-après dénommée "convention", ou le protocole de 1998 à la convention sur la pollution atmosphérique transfrontière à longue distance de 1979, relatif aux polluants organiques persistants, ci-après dénommé "protocole", en réduisant si possible les rejets de telles substances en vue d'y mettre fin dès que possible et en édictant des règles relatives aux déchets qui sont constitués de ces substances, en contiennent ou sont contaminés par ce type de substances.

``" hormone disrupting substance" means a substance having the ability to disrupt the synthesis, secretion, transport, binding, action or elimination of natural hormones in an organism, or its progeny, that are responsible for the maintenance of homeostasis, reproduction, development or behaviour of the organism" .
« « substance à effet de perturbation du système hormonal » Substance ayant le pouvoir de perturber la synthèse, la sécrétion, le transport, la fixation, l'action ou l'élimination des hormones naturelles dans un organisme ou sa descendance, qui assurent le maintien de l'homéostasie, de la reproduction, du développement ou du comportement de l'organisme».
