One of my colleagues, a former senior member of the U.S. Department of State under Bill Clinton and now the vice- president of the International Crisis Group, which is headed by Louise Arbour, by the way, tells the story of how pleased he was to see the truly gender-neutral nature of the first Angola peace agreement in the early 1990s until he and his colleagues realized on the ground, as he was an ambassador on the ground, that gender-neutral meant that gender was ignored.
