TRADUCTIONS EN CONTEXTE

Programme of sectoral support to decentralisation and devolution (PASDD): The objective of this programme (€10 million) is to bring the State's services closer to citizens by supporting the implementation of the 'Lettre de Politique Nationale de Décentralisation et de Développement Local' ('National policy letter for decentralisation and devolution') and its action plan, and by promoting local democracy.
Programme d’Appui Sectoriel à la Décentralisation et à la Déconcentration (PASDD): Financé pour 10 millions d'euros, ce programme vise à rapprocher les services de l'Etat du citoyen en appuyant la mise en œuvre de la "Lettre de Politique Nationale de Décentralisation et de Développement Local" et de son plan d'action ainsi que la promotion de la démocratie locale.

Therefore welcomes the statement of 3 April 2008 in which the Commission committed itself not only to continue to tackle competition that is based on low social standards but also emphasised that freedom to provide services does not contradict and is not in any way superior to the fundamental right to strike, and to join a trade union; encourages the implementation of the Council Conclusions of 9 June 2008 without delay to remedy shortcomings in the implementation, to prevent further problematic situations and abuses and to create the desired climate of mutual trust and confidence; calls on the Commission and the Members States to foster closer cooperation between the Members States, national authorities and the Commission with regard to monitoring and the exchange of best practice; considers that this would be an effective way to combat misuse;
27. se félicite dès lors de la déclaration du 3 avril 2008, dans laquelle la Commission s'engage non seulement à continuer à lutter contre la concurrence fondée sur le dumping social, mais souligne également que la libre prestation des services ne l'emporte en aucune façon sur les droits fondamentaux de faire grève et de s'affilier à un syndicat et ne s'y oppose pas; préconise de donner effet sans tarder aux conclusions du Conseil du 9 juin 2008 pour remédier aux carences dans la mise en œuvre de la législation en vigueur, prévenir l'apparition d'autres situations problématiques et abus et créer le climat souhaité de confiance mutuelle; demande à la Commission et aux États membres de promouvoir une coopération plus étroite entre les États membres, les autorités nationales et la Commission en matière de suivi et d'échange de bonnes pratiques; estime que cela constituerait un moyen efficace de lutter contre les abus;

As regards the need for closer cooperation between the law enforcement and security information services, Member State security services are currently working in close and very efficient collaboration within the Counter-Terrorism Group.
Quant au besoin d’une coopération plus étroite entre les services d'application de la loi et d’informations sur la sécurité, les services de sécurité des États membres coopèrent actuellement étroitement et extrêmement efficacement au sein du Groupe de lutte contre le terrorisme.

3. Stresses that the political and legal conditions placed by the Treaty of Amsterdam on the development of reinforced cooperation are intended to reduce the risks of undoing the links of solidarity between the Member States and breaking up the Community legal area which are inherent to any form of differentiation enabling certain Member States to undertake closer integration in certain specific fields with the final objective of encouraging the remaining Member States to join such closer cooperation; would like the conditions to be relaxed without jeopardising this solidarity;
3. rappelle que les conditions politiques et juridiques auxquelles le traité d'Amsterdam soumet le développement des coopérations renforcées ont pour objet de réduire les risques de rupture des liens de solidarité entre les États membres et de fragmentation de l'espace juridique communautaire, risques inhérents à toute forme de différenciation, en permettant à une partie des États de renforcer leur intégration dans certains domaines concrets dans le but ultime d'encourager les autres États à se joindre à cette coopération renforcée; souhaite que ces conditions soient assouplies sans mettre cette solidarité en danger;

Apart from these two components, the Government has defined the flanking measures which it will take in order to achieve the following aims: (a) develop infrastructure; electricity, telecommunications, roads, ports, airports; (b) tax reform: application of laws and standards (c) promoting private investment (revising the investment code, making administrative procedures more flexible, creating a specialized import/export information centre (d) promoting foreign trade - application of incentive measures to stimulate exports (e) reducing state expenditure by eliminating superfluous costs. Outside economic strategy, the new Government has reaffirmed the priority nature of two issues connected with reform of the governmental system: decentralization and the judicial system. Decentralization involves the granting of greater budget and administrative autonomy with a view to providing public services closer to the citizen to the new municipalities recently elected or to be elected.
