- Measures proposed: Transport by sea and transport by inland waterway are a key part of intermodality, they allow a way round bottlenecks between France and Spain in the Pyrenees or between Italy and the rest of Europe in the Alps, as well as between France and the United Kingdom and, looking ahead, between Germany and Poland.
-Mesures proposées: Le transport maritime et le transport fluvial sont des éléments clés qui grâce à l'intermodalité (acheminement d'une marchandise utilisant deux modes de transport ou plus dans le même véhicule routier), permettront notamment de contourner différents goulets d'étranglement. À savoir: entre la France et l'Espagne dans les Pyrénées, entre l'Italie et le reste de l'Europe dans les Alpes, entre la France et le Royaume-Uni ainsi qu'à l'avenir entre l'Allemagne et la Pologne.
