(5) In keeping with the principle of subsidiarity and in order to ensure flexibility, two principles which form the basis of the programming approach adopted for the scheme promoting the smaller Aegean islands, the authorities appointed by Greece may propose amendments to the programme to bring it into line with the reality of the situation on these islands.

The particular geographical situation of some of the smaller Aegean islands imposes additional transport costs in supplying products which are essential for human consumption, for processing or as agricultural inputs.

2. In its report, the Commission shall assess whether, in the light of developments in the market and with regard to both competition and consumer protection, there is need to extend the duration of this Regulation beyond the period set out in Article 13 or to amend it, taking into account the developments in charges for mobile voice and data communication services at national level and the effects of this Regulation on the competitive situation of smaller, independent or newly started operators.
2. (3) It is appropriate to identify specific cases where defining the appropriate entity to be registrered as an EMAS organisation might be difficult and to provide for a harmonised aproach to this situation as well as for exceptions where registration is allowed for entity smaller than a site.

Denied boarding can be caused by many factors such as overbooked flights, change to a smaller aircraft, late arrivals of connecting flights and flight cancellation. In its explanatory memorandum the Commission points out that it has noted a number of cases in which passengers were not, or not fully, compensated and that this situation is due to the fact that passengers were uninformed about their existing rights and that some airlines fail to inform or only partially inform passengers about their entitlements to compensation.
