As regards the Structural Funds in particular, the legislator decided that the action of the Structural Funds and the EAGGF Guarantee Section concerning rural development measures should be "complementary to, or intended to contribute to, the action of the Member States" (preamble 27 to Regulation (EC) No 1260/1999) and so should "complement or contribute to corresponding national actions" (Article 8(1) of Regulation (EC) No 1260/1999).
