107. Believes that in these times of economic restraint, every effort must be made to scrutinise institutional budgets for potential savings by introducing more practices which do not reduce the Members' quality of work; recalls that visible expressions of self-restraint include the fact that staff mission allowances have not been indexed since 2007 and the freeze on all Members' allowances at the 2011 level until the end of the current parliamentary term; welcomes, moreover, the freeze of all Members' allowances until the end of 2014;

The Commission will also maintain its key roles as guardian of the Treaties and as the institution ultimately responsible for the management of the EU budget and, as part of the process of scrutinising national/regional plans, the Commission will look carefully at how to avoid over-regulation.
La Commission continuera également de poursuivre ses missions essentielles en tant que gardienne des traités et en tant qu'institution responsable, en bout de course, de la gestion du budget de l'Union. Takes the view that the European Schools should be adequately funded in the interests of addressing the specific situation of the children of employees of the EU institutions; takes note of the proposed overall allocation of 180,7 million, which represents a 6,8 % increase as compared to 2012, and is above the financial programming amounts; will nonetheless carefully scrutinise the budget lines for each of the European Schools, and will make, during its reading, any modification it considers appropriate in this respect;
82. estime que les écoles européennes doivent bénéficier d'un financement adéquat pour répondre à la situation particulière des enfants des fonctionnaires des institutions européennes; prend acte de l'enveloppe globale proposée 280 700 000 EUR, ce qui représente une augmentation de 6,8 % par rapport à 2012, et est supérieur au montant avancé lors de la programmation financière; examinera néanmoins attentivement chacune des lignes budgétaires des écoles européennes et procédera, lors de son examen, à toute modification qu'il estime appropriée à cet égard;

4. Accepts that the European Parliament and the Council have not, in the past, scrutinised their respective sections of the budget, but rejects the Council's suggestion that this was the result of a "gentleman's agreement"; considers that in view of the increases in administrative expenditure and the increasingly operational nature of expenditure in the fields of foreign affairs, security and defence policy, and justice and home affairs, the administrative expenditure of both Institutions ought to be scrutinised in the same way as that of the other European Institutions, as part of the discharge procedure foreseen by Article 276 of the Treaty;
4. reconnaît que, par le passé, le Parlement européen et le Conseil n'ont pas procédé à la vérification de leurs sections respectives du budget, mais réfute la déclaration du Conseil selon laquelle cette situation découle d'un "gentlemen's agreement"; estime, compte tenu de l'accroissement du volume des dépenses administratives et de la nature sans cesse plus opérationnelle des dépenses réalisées dans les domaines des affaires étrangères, de la politique de sécurité et de défense ainsi que de la justice et des affaires intérieures, qu'il conviendrait que les dépenses administratives des deux institutions soient examinées au même titre que celles des autres institutions européennes, dans le cadre de la procédure de décharge prévue à l'article 276 du traité CE;
