Mr. Tom Wright: Madam Chair, I'm not sure I understand the fullness of the concern, but I think in essence, as I tried to outline earlier, what we're trying to deal with here in telemarketing is that an abusive, intrusive nature that surrounds someone who is calling a consumer, a person in their home, and being able to tailor their script and work with the individual to identify a weakness and an opportunity to truly take advantage of them is not the kind of situation we would expect to see in a pre-recorded message.
