(4e) It is the responsibility of the Commission to represent the Community in negotiations in the RFOs, and to coordinate and approve the databases whose creation has been agreed by the RFOs; it is also the responsibility of the Commission to ascertain that the information submitted to the RFOs meets the criteria of quality, accuracy and regularity, and to participate in scientific fora and meetings and in general act on behalf of the Community in regional fisheries organisations, including the monitoring of fisheries.

In accordance with established practice, Member States' experts will take part in meetings of the RFOs' scientific and technical committees on behalf of the Community, with due respect for the independence of scientists.
Selon la pratique déjà établie, les experts des Etats membres participent aux réunions des comités scientifiques et techniques des ORP au nom de la Communauté, dans le respect de l'indépendance des scientifiques.

The Commission, where necessary accompanied on the spot by experts and scientists from the Member States, must represent the Community at the RFOs' full sessions (on the basis of Community positions drawn up by the Council) and in the work of subsidiary bodies and working groups and meetings of the RFOs' scientific advisers.

The distribution of tasks proposed by the Commission would assign ‘high-level’ representation to the Community and delegate representation on scientific and technical committees to the Member States. Contributing to the work of the RFOs would also be entrusted to the Member States, as would inspection and monitoring tasks.

As a rule, RFOs have an executive body, a scientific body, a secretariat and subsidiary bodies (finance committee, implementing committee and a statistical committee).

The budgets of some RFOs are increasing at present to cover the costs of administration and to fund scientific research programmes as a result of the developing role of RFOs in the international arena.
Les budgets de certaines ORP ont actuellement tendance à augmenter afin d'assurer le financement des coûts administratifs mais également le financement de programmes de recherche scientifique compte tenu de l'évolution du rôle de ces organisations sur la scène internationale.
