If, by 31 December 2016, the total amount of the additional initial pre-financing paid on the basis of this paragraph in 2015 and 2016 to an operational programme by Fund, where applicable, is not covered by payment applications submitted by the certifying authority for that programme, Greece shall repay to the Commission the total amount of the additional initial pre-financing for that Fund paid to that programme.

8. Understands that this will result in an estimated EUR 18 100 000 reduction on financing charges over the construction and loan amortisation period; reminds its competent bodies however that pre financing or repayments on buildings should be set as part of the budgetary strategy; calls on its competent bodies to therefore budget Parliament's property policy for future acquisitions with sufficient clarity;

As regards the specific provisions of this Regulation concerning the structural funds, cohesion funds, the European Fisheries Fund, the European Agricultural Fund for Rural Development and funds in the area of Freedom, Security and Justice managed in shared management, the provision for repayment of pre-financing payments, and making appropriations available again, contained in the Commission declaration annexed to Council Regulation (EC) No 1260/1999 of 21 June 1999 laying down general provisions on the Structural Funds should be retained.
En ce qui concerne les dispositions spécifiques du présent règlement relatives aux Fonds structurels, au Fonds de cohésion, au Fonds européen pour la pêche, au Fonds européen agricole pour le développement rural et aux Fonds dans le domaine de la liberté, de la sécurité et de la justice qui font l'objet d'une gestion partagée, il convient de maintenir le reversement de préfinancements et la reconstitution de crédits dans les conditions prévues par la déclaration de la Commission annexée au règlement (CE) no 1260/1999 du Conseil du 21 juin 1999 portant dispositions générales sur les Fonds structurels .

Moreover, by way of derogation from the carry-over rule, the Commission should be allowed to carry over commitment appropriations available at the end of the financial year, arising from repayments of pre-financing payments, until the closure of the programme, and to use those commitment appropriations when other commitment appropriations are no longer available.
Par ailleurs, par dérogation à la règle du report, la Commission devrait être autorisée à reporter jusqu'à la clôture du programme des crédits d'engagement disponibles à la fin de l'exercice résultant du reversement de préfinancements, et à utiliser ces crédits d'engagement lorsque d'autres crédits d'engagement ne sont plus disponibles.
