Regrets the weaknesses identified in the coordination between donors and within the Commission's services as also elaborated by an evaluation of the Union's cooperation with the Republic of Haiti (2008-2012) , which was issued on behalf of the Commission; calls, in this respect, for a better articulation of the humanitarian aid and development aid with a stronger link between relief, rehabilitation and development by means of a permanent LRRD (linking of relief, rehabilitation and development) framework; considers that integrated approaches with clearly stated coordination objectives and a coherent country strategy between the Commission's Humanitarian Aid and Civil Protection Department (ECHO) and EuropeAid, alongside the sharing of best practices, have to be set up wherever possible; welcomes, in this respect, the inclusion of the systematic integration of the LRRD approach in the funding cycle covering 2014–20; calls furthermore on the Commission's services to improve the transition from short-term humanitarian activities to long-term development interventions and to develop a coherent coordination, not only among different Union actors but also with national priorities through a common strategy by means of a joint humanitarian and development framework; invites the Commission to enter into a dialogue with Parliament if an effective coordination among the various financial instruments in humanitarian and development aid is hindered by the existing legal framework; believes furthermore that the involvement of local civil society non-governmental organisations can strengthen the use of the local knowledge base in order to better identify rehabilitation needs and to supervise progress achieved by national authorities;
220. déplore les faiblesses détectées dans la coordination entre les donateurs et au sein des services de la Commission, comme le relève également une évaluation de la coopération de l'Union avec la République d'Haïti (2008-2012) , publiée au nom de la Commission et qui appelle de ses vœux, à cet égard, une meilleure articulation de l'aide humanitaire et de l'aide au développement, ainsi que l'établissement d'un lien plus étroit entre aide d'urgence, réhabilitation et développement (LRRD) grâce à une plate-forme interservices consacrée à ces problématiques; estime qu'il convient de mettre en place, partout où cela est possible, des démarches globales comportant des objectifs de coordination clairement définis et une stratégie nationale cohérente entre la direction générale de l'aide humanitaire et de la protection civile de la Commission (ECHO) et EuropeAid, ainsi que de mettre en commun les meilleures pratiques; se félicite, à cet égard, de l'inclusion systématique de la dimension LRRD dans le cycle de financement pour la période 2014-2020; invite par ailleurs les services de la Commission à assurer une meilleure transition entre les activités humanitaires à court terme et les interventions de développement à long terme, ainsi qu'une coordination cohérente non seulement entre les différents acteurs de l'Union, mais aussi avec les différentes priorités nationales, par une stratégie commune, dans un cadre humanitaire et de développement commun; invite la Commission à ouvrir un dialogue avec le Parlement si le cadre juridique existant entrave la bonne coordination des différents instruments financiers dans le domaine de l'aide humanitaire et au développement; est par ailleurs d'avis que la participation des organisations non gouvernementales locales issues de la société civile peut permettre de mieux utiliser les savoirs locaux et, partant, de mieux cerner les besoins en matière de réhabilitation et de suivre les progrès réalisés par les autorités nationales;

PORT-AU-PRINCE, July 12, 2005 — Nearly 200 schools rehabilitated, 300 km of rehabilitated and new roads, and tens of thousands of jobs are among the achievements of the Interim Cooperation Framework, Haiti’s economic, social and political recovery program supported by international donors, highlighted today by the Joint Committee for the Implementation and Monitoring of the Interim Cooperation Framework (COCCI). The COCCI today presented a list of results of the Interim Cooperation Framework (ICF) and announced that a more comprehensive evaluation would be the topic of an upcoming workshop on the anniversary of international conference on Haiti held on July 19-20 in Washington, D.C., where donors pledged US$1.1 billion to support Haiti’s transition program.
