Stresses the need for on-going financial and logistic support in expanding customs services (Customs and Fiscal Assistance Office (CAFAO)) and further support for mine clearance; in connection with the CARDS Regulation, wishes Bosnia-Herzegovina to be allocated sufficient funding to facilitate the country's reconstruction and the return of refugees and make it possible to render the State politically and economically viable;

GOVERNMENT ORDERS Pursuant to Order made Friday, April 24, 1998, Mr. Axworthy (Minister of Foreign Affairs), seconded by Mr. Eggleton (Minister of National Defence), moved, That this House take note of the intention of the Government of Canada to renew its participation in the NATO-led stabilization force (SFOR) in Bosnia beyond June 20, 1998, in order to maintain a safe environment for reconstruction and reconciliation and a lasting peace for the people of Bosnia-Herzegovina (Government Business No. 12) Debate arose thereon.

MOTIONS By unanimous consent, it was ordered, That on Tuesday, April 28, 1998, at the ordinary time of daily adjournment, no proceedings pursuant to Standing Order 38 shall take place, but a Minister of the Crown shall propose a motion «That this House take note of the intention of the Government of Canada to renew its participation in the NATO-led stabilization force (SFOR) in Bosnia beyond June 20, 1998, in order to maintain a safe environment for reconstruction and reconciliation and a lasting peace for the people of Bosnia-Herzegovina»; and That, during the consideration of the said motion, the first spokesperson for each party may speak for no more than twenty minutes and other Members may speak for no more than ten minutes; no quorum calls, requests for unanimous consent for any purpose or dilatory motions shall be received by the Chair; and when no Members wish to speak, the House shall adjourn to the next sitting day.

The Committee on External Economic Relations believes that to consolidate peace, ways have to be found of overcoming the inherent contradiction between the IFOR mandate, which is limited in time, and the reality on the ground, which is putting a brake on reconciliation between the parties. To a large extent this is bound up in intensification of reconstruction efforts in Bosnia-Herzegovina.

Consequently, during the 1996 discharge procedure, the REX Committee pointed to the failure to use available resources to solve the problems created by the war in Bosnia-Herzegovina and the low utilization rate of payment appropriations earmarked for reconstruction as regrettable and indefensible, especially as this could harm the current peace process (PE 224.290/fin.).

Over the last two years of implementation, the REX Committee has closely followed developments in reconstruction of the areas of the former Yugoslavia affected by war, especially the programme to rebuild the economy of Bosnia-Herzegovina.

In accordance with the conclusions of the Peace Implementation Conference, held in London on 8-9 December 1995, the European Commission and the World Bank today confirmed that a first meeting will be held with the potential donors on 20-21 December 1995 in Brussels, in relation to the reconstruction of Bosnia-Herzegovina.
