Following its in-depth investigation, the Commission identified five beneficiaries: Duferco's group holding company, a steel subsidiary called Duferco Industrial Investment, Duferco's joint venture with the Novolipetsk group in Steel Invest Finance (now fully owned by Novolipetsk), and two joint ventures with the FSIH in Belgium known as Duferco Salvage Investments Holding and Duferco Long Products.
À l’issue de son enquête approfondie, la Commission a identifié cinq bénéficiaires: la société holding du groupe Duferco, une filiale sidérurgique dénommée Duferco Industrial Investment, l’entreprise commune entre Duferco et le groupe Novolipetsk dénommée Steel Invest Finance (désormais détenue à 100 % par Novolipetsk) et deux entreprises communes avec le FSIH en Belgique, dénommées Duferco Salvage Investments Holding et Duferco Long Products.

The Commission's investigation found that no market-based fund manager would have exclusively invested in one single group (Duferco) and in one sector (steel) with the aim of supporting steel production in Wallonia, as the FSIH did.

5. Considers that the redundancies in Duferco and NLMK are linked to major structural changes in world trade patterns due to globalisation, given that the steel production sector has undergone serious economic disruption, in particular a rapid decline in the EU’s market share; furthermore, as a consequence of the economic crisis and a relative increase in production costs, world trade patterns were worsened by other factors such as a decline in demand for steel in the automotive and construction sector;
5. considère que les licenciements intervenus à Duferco et NLMK sont liés à des modifications majeures de la structure du commerce international résultant de la mondialisation, dans la mesure où le secteur de la production d'acier a connu de graves perturbations économiques, avec notamment un recul brutal de la part de marché de l'Union; qu'en outre, en raison de la crise économique et d'une relative augmentation des coûts de production, cette évolution de la structure du commerce mondial a été aggravée par d'autres facteurs, tels que la baisse de la demande d'acier dans les secteurs de l'automobile et de la construction;

D. whereas Belgium submitted application EGF/2013/007 BE/Hainaut steel for a financial contribution from the EGF following 708 redundancies in two companies, linked to the closure of Duferco and to staff reductions at NLMK, operating in the NACE 2 Division 24 'Manufacturing of basic metals', and both located in La Louvière in the Hainaut region; whereas the redundancies took place during the reference period from 22 January 2013 to 22 October 2013 and are linked to a decline of the Union's market share in the sector of steel production;
D. considérant que la Belgique a introduit la demande EGF/2013/007 BE/Hainaut steel en vue d'obtenir une contribution financière du Fonds à la suite de 708 licenciements, au sein de deux entreprises, consécutivement à la fermeture de l'entreprise Duferco et à des réductions de personnel dans l'entreprise NLMK, entreprises qui relèvent de la division 24 («Fabrication de métaux de base») de la NACE 2 et se situent toutes deux à La Louvière, dans la région du Hainaut; que les licenciements sont survenus durant la période de référence allant du 22 janvier 2013 au 22 octobre 2013 et sont liés à un recul de la part de marché de l'Union dans le secteur de la production d'acier;

As regards more particularly flat carbon steel products, which are the main products of Duferco Clabecq and Duferco La Louvière, the situation on the market in the Community in 2001 was very worrying as a result in particular of imports (see the figures for 2001 given in Commission Regulation (EC) No 560/2002 of 27 March 2002 imposing provisional safeguard measures against imports of certain steel products) (9).
En ce qui concerne plus particulièrement les produits plats en acier au carbone, qui sont les produits principaux de Duferco Clabecq et Duferco La Louvière, la situation du marché dans la Communauté en 2001 était très préoccupante du fait notamment des importations [voir dans ce sens les données relatives à l’année 2001 contenues dans le règlement (CE) no 560/2002 de la Commission du 27 mars 2002 instituant des mesures de sauvegarde provisoires à l’égard des importations de certains produits sidérurgiques (9)].

The Thyssen plant in Terni, which is currently suffering heavy losses in the magnetic steel sector to the benefit of the Russian company Duferco, is cutting back production and preparing to transfer operations to Mexico, Korea, China and India.
