The recent financial crisis demonstrated how contagious problems in the financial sector of one country can be, especially in a monetary union, and how these problems can directly affect citizens across the euro area.

In order to alleviate those problems and to speed up the implementation of operational programmes and projects, as well as to strengthen the economic recovery, it is necessary that the Member States, which have experienced or have been threatened with serious difficulties with respect to their financial stability and which have been granted financial assistance under one of the financial assistance mechanisms set out in Article 77(2) of Council Regulation (EC) No 1083/2006 of 11 July 2006 laying down general provisions on the European Regional Development Fund, the European Social Fund and the Cohesion Fund (9) as amended by Regulation (EU) No 1311/2011 of the European Parliament and of the Council (10), may contribute financial resources from operational programmes to the establishment of risk-sharing instruments providing loans or guarantees or other financial facilities, in support of projects and operations provided for under an operational programme.

For instance, as a result of the problems of offsetting losses in start-up companies in other Member States, not only is the creation of an establishment abroad discouraged, but these problems also limit the business' access to finance at an essential stage in a company’s development life-cycle, which is frequently subject to supply-side constraints imposed by risk- averse financial provision from banks and other financial institutions (in particular in the case of technology-driven start-up companies).

As is the case for the cross border purchasing of general goods and services, the most recent Eurobarometer found that citizens rated language problems as the greatest barrier to purchasing financial services cross-border. The figure for language problems was 37%, followed by fraud risk (30%), incomprehensible (29%) or insufficient (26%) information and the extra costs involved (24%).[16]
Comme pour les achats transfrontaliers de biens et services généraux, le tout dernier Eurobaromètre a constaté que l’obstacle majeur aux achats transfrontaliers de services financiers résidait dans les problèmes linguistiques pour 37 % des citoyens, suivis du risque de fraude (30 %), des informations incompréhensibles (29 %) ou insuffisantes (26 %) et des coûts supplémentaires (24 %)[16].
