Notes that in the past the BRICS have appeared to coordinate their stances in foreign policy terms in the UN Security Council in certain instances, most notably at the onset of the Libyan and Syrian crises and, additionally, by deferring the vote on the role of the EU in the UNGA and by adopting coinciding positions on Côte d'Ivoire and Sudan; points out in this regard that the BRICS may seem to be challenging the current system of international governance, but that democratic dialogue, political engagement, including on an individual basis, and true partnership may bring to the fore positive synergies and facilitate a new inclusive system of global governance; believes that the EU should duly take into account the new weight, in political and economic terms, of the BRICS and other emerging powers, as this may contribute to an orderly reform of global governance, based on a convergent platform without any destabilising effects;

Considers that a strategy of openness and a policy of sanctions are not mutually exclusive; takes the view, therefore, that the EU's sanctions policy may help to improve respect for human rights in the sanctioned country when revised for the express purpose of introducing a policy of positive measures; in this respect, notes the cycle of sanctions imposed in respect of Uzbekistan from November 2007 to April 2008: while continuing for one year the sanctions imposed for failure to satisfy initial criteria pertaining to investigations into the Andijan massacre and respect for human rights, the Council decided to suspend the implementation of the visa ban, leaving the Uzbek Government six months in which to fulfil a set of human rights criteria, and with the looming threat of the automatic re-establishment of the visa ban; notes that the mix of engagement and sanctions produced some positive developments, thanks to the possible automatic re-establishment of the sanctions and the definition of precise conditions; emphasises that these conditions must be capable of being satisfied within a limited time frame and relevant to the general sanctions regime; regrets, however, that there have not yet been any substantial positive developments and that the lack of cooperation with the Uzbek Government continues;
61. considère qu'une stratégie d'ouverture et une politique de sanctions ne s'excluent pas l'une l'autre; en conséquence, est d'avis que la politique de sanctions de l'Union peut contribuer à une amélioration du respect des droits de l'homme dans l'État sanctionné quand elle est explicitement révisée en une politique de mesures positives; relève, à cet égard, le cycle de sanctions imposées à l'Ouzbékistan entre novembre 2007 et avril 2008: tout en maintenant pendant un an les sanctions imposées à ce pays pour n'avoir pas satisfait aux critères initiaux relatifs aux enquêtes sur le massacre d'Andijan et au respect des droits de l'homme, le Conseil a décidé de suspendre l'application de l'interdiction de visas, ce qui a laissé au gouvernement ouzbek un délai de six mois pour se conformer à une série de critères sur les droits de l'homme, tandis qu'il restait sous la menace de la réinstauration automatique de cette interdiction; constate que le panachage d'engagements et de sanctions a donné quelques résultats positifs, grâce à la possibilité de réinstaurer les sanctions automatiquement et à la fixation de critères précis; souligne que ces critères doivent pouvoir être respectés dans un délai limité et doivent être adaptés au régime général des sanctions; déplore toutefois l'absence de développements positifs substantiels et le manque persistant de coopération avec le gouvernement ouzbek;

As part of multilateral surveillance in accordance with Article 99(3), the Council shall monitor the implementation of stability programmes, on the basis of information provided by participating Member States and of assessments by the Commission and the Committee set up by Article 114, in particular with a view to identifying actual or expected significant divergence of the budgetary position from the medium-term budgetary objective, the adjustment path towards it, as set in the programme for the government surplus/deficit, and the expected path of the general government debt ratio".

Dans le cadre de la surveillance multilatérale visée à l'article 99, paragraphe 3, le Conseil suit la mise en oeuvre des programmes de stabilité sur la base d'informations fournies par les États membres participants et des évaluations effectuées par la Commission et par le comité institué à l'article 114, notamment en vue d'identifier tout dérapage sensible, effectif ou prévisible, d'une part de la position budgétaire par rapport à l'objectif budgétaire à moyen terme ou par rapport à la trajectoire d'ajustement qui doit conduire à la réalisation de cet objectif, tels que fixés dans le programme en ce qui concerne l'excédent/le déficit des finances publiques, et, d'autre part, de l'évolution prévisible du ratio d'endettement de l'État".
