You have invited me here today to deliver a statement on the Commission's behalf concerning its integrity policy and its functioning as regards, inter alia, the appointment of the official, Martin Selmayr to the post of Commission Secretary-General with effect from 1 March this year.

Welcomes the UN Secretary Generals statement which strongly condemned the continuing escalation of violence and occupation of Abyei and urged the Khartoum-based Government to immediately halt all military operations and withdraw troops from the territory which constitutes a serious violation of the CPA;

Draws attention to the added value of participation in international election observation missions in the OSCE area, along with the OSCE/ODHIR, the OSCE Parliamentary Assembly, the Parliamentary Assembly of the Council of Europe and, where appropriate, the NATO Parliamentary Assembly; is of the opinion that its involvement in these missions should be continued and even increased; underlines the crucial importance of thorough political coordination between the bodies involved, in particular as regards the diligence of its assessment, adherence to independence standards, the conclusions of long-term observers and the coherence of public statements.

4. In exceptional cases, and on a proposal submitted by the Secretary-General after consulting the Quaestors, the Bureau may, in accordance with Article 73 of the Financial Regulation and its implementing rules, instruct the Secretary-General temporarily to suspend the payment of parliamentary allowances until the Member has repaid the sums improperly used.

Dans des cas exceptionnels et sur proposition du secrétaire général, faite après consultation des questeurs, le bureau peut, conformément à l’article 73 du règlement financier et à ses modalités d’exécution, charger le secrétaire général de suspendre temporairement le paiement des indemnités parlementaires jusqu’à ce que le député ait remboursé les sommes indûment utilisées.

58. Notes that, according to the European Parliamentary Assistants Association, the Court of Auditors, the Parliament's own Financial Controller and Mr Onesta, the Vice-President responsible for the Statute for Assistants, the new rules on the payment of the secretarial allowance which entered into effect on 1 January 2001 still pose a number of problems, both in terms of ensuring compliance with the Financial Regulation and with relevant national legislation (taxation, social security and so on), and also in terms of user-friendliness; welcomes, therefore, the changes to the rules governing the payment of the secretarial allowance adopted by the Bureau on 9 February 2004; calls on the Secretary-General to ensure that the new rules are strictly enforced; considers, however, that the new requirement that, in the case of service contracts, invoices or fee statements should be accompanied by statements certifying that the staff concerned are duly affiliated to a social security scheme and that tax and social security contributions are duly paid should not be limited to contracts with a duration exceeding six months;
58. note que, selon l'Association des assistants parlementaires européens, la Cour des comptes, le contrôleur financier du Parlement et M. Onesta, vice-président compétent pour le statut des assistants, les nouvelles règles concernant le paiement de l'indemnité de secrétariat, entrées en vigueur le 1er janvier 2001, posent toujours un certain nombre de problèmes, tant en ce qui concerne leur compatibilité avec le règlement financier et la législation nationale applicable (imposition, sécurité sociale, etc.) qu'en ce qui concerne leur convivialité; approuve donc, telles qu'elles ont été adoptées par le Bureau le 9 février 2004, les modifications des règles régissant le paiement de l'indemnité de secrétariat; invite le Secrétaire général à veiller à l'application rigoureuse des nouvelles règles; considère toutefois, pour ce qui est de la règle nouvelle en vertu de laquelle, dans le cas des contrats de services, les factures ou états d'honoraires doivent être accompagnés de déclarations certifiant que le personnel concerné est dûment affilié à un régime de sécurité sociale et que impôts et cotisations de sécurité sociale sont dûment payés, qu'elle ne devrait pas s'appliquer uniquement aux contrats d'une durée supérieure à six mois;

I support Mrs Müller’s cause and hope that the appeals made to the House by Mrs Jackson, as well as her statements, and also the assurances given by Mrs Banotti, the Quaestor, about settling the matter of this unacceptable and unbelievable interference – not only for the sake of our parliamentary work but also, I believe, for democracy as a whole, for the development of parliamentary debate – will achieve their aim as soon as possible, so that interference of this kind – which even included death threats – cannot happen again, in other words so that those responsible can be suitably reported and such things can never be repeated.
Je soutiens la cause de Mme Müller et j'espère que tant les demandes faites à l'Assemblée par Mme Jackson, ainsi que ses déclarations, que les promesses de Mme Banotti, questeur, de résoudre cette ingérence inacceptable, incroyable - non seulement pour nos travaux parlementaires mais également, je crois, pour la démocratie dans son ensemble, pour le déroulement d'un débat parlementaire - seront satisfaites le plus rapidement possible afin que de telles ingérences - qui sont allées jusqu'à des menaces de mort - n'arrivent plus, pour que les responsables soient dénoncés comme il se doit et que ces choses ne se reproduisent pas.
