The use of a combination of legal bases does not therefore in this case involve any encroachment upon the Parliament's rights since recourse to Article 175(1) EC enables that institution to adopt the measure under the co-decision procedure".

I voted not to grant discharge to Parliament’s budget, not because of any problem with the administration of Parliament itself, but because of the allegations that Parliament, and therefore the people of Europe, have been ripped off by the City of Strasbourg.

As far as the subsidies are concerned I must remind Parliament that even though we do not have the right – because of various international agreements – to legislate on movement of animals outside the territory, nevertheless the European Union has linked the export subsidies to animal welfare requirements during transport. Therefore to link the two is a substantial step as it brings compliance to a great extent, even though not through immediate legislation.

Furthermore, we support a scientific policy and feel that the function of the Popular Party and of Parliament, in this case, is to support the Council and the Commission because codecision is not only Parliament’s right, but also a responsibility that should be used to help governments.
