Stresses the special needs of women and girls with respect to mine clearance and underlines the fact that, although "anti-personnel mines" may have been used in military situations, those killed or maimed by them or whose capacity to earn their livelihood was removed were mostly women, children and ordinary men; reiterates the fact that the EU must aim to promote adherence to the Ottawa Convention on the Prohibition of the Use, Stockpiling, Production and Transfer of Anti-Personnel Mines and on their Destruction, principally in Africa, but partly in Europe and elsewhere; urges the EU to intensify efforts to clear postconflict areas of mines, and to ensure treatment and rehabilitation of victims and reclamation of mined land so that people can live and work there in safety again;

As for geographic priorities, the focus countries - Bosnia Herzegovina, Kyrgyzstan, Georgia/Abkhazia, Ukraine, Tajikistan, Mozambique, Somalia, Sudan, Angola, Eritrea and Peru/Ecuador - have been selected following 4 criteria: accession to the international Mine Ban Treaty (Ottawa Convention) or efforts to comply with it, humanitarian impact of the mine problem, prioritisation of the issue in the national context, and strategic importance for the EU.

The EU will continue its support to countries which have acceded to the Ottawa Convention and to those countries which are willing to access the Ottawa Convention as well as to parties engaged in peace making agreements, whereby they will refrain from using and start clearing Anti- Personnel Landmines as well as destroying their stockpiles.

In addition, the support for the implementation of mine clearance and stockpile destruction in countries which have acceded to the Ottawa Convention on Anti-Personnel landmines will be continued.

The Union does, however, have a weak point – a number of weak points – namely that we need to put pressure on Finland, which has not yet signed the Ottawa Convention, and on Greece, which has not ratified it, or Europe will lack credibility when it promotes the adherence of all countries to the Convention and raises the question – which we have also raised in the oral question which we are going to put to the Commission – of whether the candidate countries have to sign the Ottawa Convention before they become Members of the Union.

In this respect the Council has already adopted several acts, which have contributed to a higher profile of the Union in the framework of multilateral negotiating conferences (NPT, Ottawa Convention on APLs, BTWC, etc) and to the successful outcome of these negotiations.
