In today’s Opinion, Advocate General Cruz Villalón proposes that the Court of Justice declare, first of all, that measures adopted by law, such as those contained in the Icelandic Law in question, must not be excluded from the scope of the Directive on the sole ground that they were adopted directly by the national legislature.

Consequently, Advocate General Cruz Villalón proposed that the Court of Justice should set aside the orders of the General Court dismissing the applications, and refer the matters back to the General Court for a decision on the admissibility of the applications, after hearing representations from the parties.
