M. whereas the US holds the al-Annad military air base in Yemen near the southern city of al-Houta, where Americans have commanded drone strikes against suspected members of the local Al-Qaeda branch; whereas the US drone strikes and the extrajudicial killing in Yemen since 2002 have contributed to the destabilisation of the situation in Yemen; whereas according to the latest report on Yemen issued by the UN’s Office of the High Commissioner For Human Rights (OHCHR) drone strikes kill more civilians than alleged terrorists / Al-Qaeda members; whereas according to the Bureau of Investigative Journalism at least 424 people, including eight children, have now been killed in such missions since the start of operations in 2002;

C. considérant que, selon le haut-commissariat des Nations unies aux droits de l'homme, au moins 198 personnes ont été tuées depuis le mois d'avril 2015, notamment dans le quartier de Ngagara, à Bujumbura, où 9 civils auraient été sommairement exécutés par des forces de police le 13 octobre 2015; qu'à la demande du secrétaire général de l'ONU, une commission d'enquête a été créée par le procureur général du Burundi;

Welcomes the announced increase of EIDHR funds and stresses that these additional funds should also be used to increase the support to the UNHRC; welcomes the financial contributions that have been provided to the OHCHR since 2007 via the EIDHR; expects that, given the scope of new challenges that have emerged in recent times, the Commission might want to increase the amount of its annual contribution;

Welcomes the resolution adopted by the UNHRC on Burma/Myanmar and calls for the extension of the mandate of the Special Rapporteur on the human rights situation in that country; notes the steps taken by the Burmese Government since early 2011 to restore civil liberties in the country; expresses grave concern, however, about the heavy civilian casualties resulting from the military operations in Kashin State as well as the upsurge in communal violence in Rakhine State and the subsequent deaths and injuries, destruction of property and displacement of local populations; believes that the underlying cause of the situation lies in the long-standing discriminatory policies against the Rohingya and Kashin populations; stresses that greater efforts are needed in order to solve the root cause of the problem; urges the Government of Myanmar to accelerate the implementation of its commitment to establishing an OHCHR Country Office in Myanmar and stresses that continued reporting and monitoring by the Special Rapporteur should be maintained in the current context;
26. se félicite de la résolution adoptée par le Conseil des droits de l'homme des Nations unies sur la Birmanie/Myanmar et demande la prolongation du mandat du rapporteur spécial sur la situation des droits de l'homme dans ce pays; prend acte des mesures prises par le gouvernement birman depuis le début de 2011 afin de rétablir les libertés civiles dans le pays; se déclare toutefois extrêmement préoccupé des nombreux civils tués dans les opérations militaires dans l'État de Kachin ainsi que du regain de violences interethniques dans l'État de Kachin et par les morts et les blessures, la destruction de biens et le déplacement de populations locales qui en ont résulté; estime que cette situation trouve son origine dans les politiques discriminatoires de longue date à l'encontre des populations Rohingya et Kachin; souligne que pour s'attaquer aux causes premières du problème, des efforts plus importants sont indispensables; demande instamment au gouvernement du Myanmar d'accélérer l'exécution de son engagement à établir un bureau du Haut-Commissariat aux droits de l'homme au Myanmar et souligne que le suivi et les comptes rendus permanents par le rapporteur spécial devraient être maintenus dans le contexte actuel;
