The Commission proposals adopted now (one proposal per country) will have to be ratified by the Council of Ministers and the Candidate Countries themselves in order to come into effect. The objective is that Bulgaria, the Czech Republic, Cyprus, Estonia, Hungary, Latvia, Lithuania, Malta, Poland, Romania, the Slovak Republic, Slovenia and Turkey could start joining the Agency gradually in 2001.
