Perhaps we, as MEPs, must now just face the fact that years of European agricultural policy have, in fact, almost destroyed the high-quality agriculture that can invariably almost be described as small-scale, and have led to the omnipotence of industrial European agriculture and to the omnipotence of a number of agro-industrial groups which are only out to make a profit and which thumb their noses at public health and quality standards.
Peut-être devrions-nous enfin constater, en tant que parlementaires européens, que des années de politique agricole européenne ont en fait mené à la quasi destruction de l"agriculture de qualité, par définition à petite échelle, et à la toute puissance d"une agriculture industrielle européenne, à la toute puissance d"un certain nombre de groupes de l"industrie agro-alimentaire qui ne visent qu"au profit et prennent des libertés avec la santé publique et les normes de qualité.

II. STRUCTURE The Council agrees that: 1. a certain concentration and consolidation of themes covered by the four activities in Article 130G of the Treaty into a limited number of lines or programmes is necessary; at this stage the Council considers that a number of 15-20 lines or programmes could be appropriate; 2. notwithstanding decisions to be taken at a later stage on the number and content of specific programmes on the basis of proposals from the Commission, the Council considers that the following areas - which are included in the Commission's second working document - could constitute the basic lines of the first activity of the fourth Framework Programme: - Information technologies - Communications technologies - Telematics - Industrial and materials technologies - Measurement and testing - Environment and Climate - Marine research and technologies - Biomedicine and Health - Biotechnology - Agriculture (including agro-industries, food technologies, forestry, rural development) and fisheries - Non-nuclear energy - Nuclear fission safety - Thermonuclear fusion - Transport-related research - Socio-economic research; 3. given their importance for the effective implementation of the Framework Programme, international co-operation, dissemination and optimization of results and training and mobility, which constitute separate activities under Article 130G of the Treaty, should also be incorporated, where appropriate and subject to the definition of the necessary budgetary and administrative arrangements, in the specific programmes under the first activity.
II. STRUCTURE Le Conseil convient de ce qui suit : 1. il est nécessaire de concentrer et de consolider dans une certaine mesure les thèmes couverts par les quatre actions prévues à l'article 130 G du traité en un nombre limité de lignes ou de programmes ; à ce stade, le Conseil considère qu'il serait opportun de prévoir un nombre de 15 à 20 lignes ou programmes ; 2. nonobstant les décisions à prendre à un stade ultérieur sur proposition de la Commission en ce qui concerne le nombre et le contenu des programmes spécifiques, le Conseil considère que les domaines ci-après qui figurent dans le second document de travail de la Commission pourraient constituer les lignes fondamentales de la première action du quatrième programme-cadre : -technologies de l'information -technologies des communications -télématique -technologies industrielles et technologies des matériaux -mesures et essais -environnement et climat -technologies et recherche marines -biomédecine et santé -biotechnologie -agriculture (y compris agro-industries, technologies alimentaires, exploitation forestière, développement rural) et pêcheries -énergie non nucléaire -sécurité de la fission nucléaire -fusion thermonucléaire -recherche dans le domaine des transports -recherche socio-économique ; 3. étant donné leur importance pour la mise en oeuvre efficace du programme-cadre, la coopération internationale, la diffusion et la valorisation des résultats, et la formation et la mobilité, qui constituent des actions distinctes aux termes de l'article 130 G du traité, devraient également être incorporées dans les programmes spécifiques relevant de la première action lorsque cela est approprié et sous réserve de la définition des modalités budgétaires et administratives requises.

There is also the agri-food table, la Table agro-alimentaire, in the Haut-Saint-François RCM, which brings together-somewhat like the group in Coaticook-a number of farmers who have set out to develop the agricultural industry by encouraging new farms to locate or get established in their region and, to that end, by meeting students in our agricultural colleges, in Saint-Hyacinthe and in the Quebec area, as well as by inviting them to invest in the most beautiful riding in the province, the riding of Mégantic-Compton-Stanstead.
Il y a également, dans la MRC du Haut-Saint-François, la Table agro-alimentaire qui, un peu à l'instar de ce qui se passe dans la région de Coaticook, réunit un certain nombre d'agriculteurs qui se sont donné mandat de développer le domaine de l'agriculture, d'abord en favorisant l'implantation ou la mise sur pied de nouvelles fermes en allant chercher des étudiants formés dans nos écoles d'agriculture, à Saint-Hyacinthe ou dans la région de Québec, et en les invitant à investir dans ce qui constitue la plus belle circonscription du Québec, le comté de Mégantic-Compton-Stanstead.
