Calls on the Romanian authorities to do their utmost to comply with EU basic principles regarding the protection of minorities, to adopt strategies for integrating minorities, to recognise their legitimate rights and, in particular, to introduce legislation against discrimination pursuant to Article 13 of the EC Treaty and the Charter of Fundamental Rights; welcomes the abolition, by an Emergency Ordinance of 21 June 2001, of Article 200 of the Penal Code; urges the Senate to complete the procedure immediately;

I strongly urge all honourable senators, particularly the Leader of the Government, Senator Graham, to push for the immediate establishment of such a committee, which would do such things as review charter court decisions to determine their effect on minority rights and recommend changes in statutes where appropriate, review the work of the Canada Human Rights Commission and its annual report, utilize the Senate's power to initiate legislation to implement changes in the Canadian Human Rights Act as recommended by the commission, review the work of the Centre for Human Rights and Democratic Development, and, finally, undertake investigative studies into human rights abuses within Canada, reporting recommendations for action to the Senate.

I have read quite carefully the speeches by the Minister of Justice in the House of Commons and Honourable Senator Fairbairn in the Senate when introducing this amendment. I have been asking myself whether the government and those who are urging the adoption of this amendment, recognizing that minority rights are affected, should not indicate to us the circumstances under which they feel it is appropriate to alter minority rights.
