In order to enhance the dialogue between the European Parliament, the Council and the Commission, and to ensure greater transparency and accountability, the Member State which has carried out border control shall, at the latest four weeks after the lifting of border control at internal borders, present a report to the European Parliament, the Council and the Commission on the reintroduction of border control at internal borders, outlining, in particular, the operation of the checks, the effectiveness of the reintroduction of border control at internal borders and the proportionality of the measures taken.

Afin de renforcer le dialogue entre le Parlement européen, le Conseil et la Commission ainsi que de garantir une plus grande transparence et une responsabilisation accrue, l'État membre qui a réalisé un contrôle aux frontières intérieures soumet, au plus tard quatre semaines après la levée du contrôle aux frontières intérieures, un rapport au Parlement européen, au Conseil et à la Commission sur la réintroduction du contrôle aux frontières intérieures, qui donne notamment un aperçu de la mise en œuvre des vérifications, de l'efficacité de la réintroduction du contrôle aux frontières intérieures et de la proportionnalité des mesures prises.

In fact, it goes beyond enthusiasm as this concerns the opportunity to lift border controls and enforce the right of free movement across the whole European Union.

Within four weeks of the lifting of border control at internal borders, the Member State which has carried out border control at internal borders shall present a report to the European Parliament, the Council and the Commission on the reintroduction of border control at internal borders, outlining, in particular, the initial assessment and the respect of the criteria referred to in Articles 23a, 25 and 26a, the operation of the checks, the practical cooperation with neighbouring Member States, the resulting impact on the free movement of persons, the effectiveness of the reintroduction of border control at internal borders, including an ex-post assessment of the proportionality of the reintroduction of border control.

It is important to explain to our citizens that, at the same time as we are lifting border controls and promoting freedom, security standards are also being reinforced, because this also means efficient checks at external borders.

Following communication from Spain, the list of border inspection posts for that Member State should be amended to take account of the suspension of two of its border inspection posts, of lifting the suspension for certain categories of products of animal origin that can be checked at one of its border inspection posts and of limiting the approval categories for products of animal origin at another one of its border inspection posts already approved in accordance with Decision 2009/821/EC.
Au vu des informations fournies par l’Espagne, il y a lieu de modifier la liste des postes d’inspection frontaliers de cet État membre, de manière à tenir compte de la suspension de deux de ses postes d’inspection frontaliers, de la levée de la suspension touchant certaines catégories de produits d’origine animale qui peuvent être contrôlées à l’un de ses postes d’inspection frontaliers, et de la limitation des catégories d’agrément pour les produits d’origine animale à un autre de ses postes d’inspection frontaliers déjà agréé conformément à la décision 2009/821/CE.

In the Hague Programme of 5 November 2004 the European Council called on the Council, European Commission and Member States to take all possible steps to lift border checks on the European Union’s internal borders as soon as possible.

2. The Fund shall not support actions with respect to temporary external borders when such actions amount to a structural investment incompatible with the objective of the lifting of controls on persons at these borders, in particular actions referred to in points (a) and (b) of paragraph 1.
