. The European Council hopes that the encouraging results of the negotiations between Portugal and Indonesia under the auspices of the UN Secretary-General will be followed by tangible progress on the ground, notably through a real and substantial reduction in the Indonesian military presence in the territory, the liberation of Timorese leader Xanana Gusmão as well as of all political prisoners and the establishment in East Timor of a permanent UN presence.

Le Conseil européen espère que les résultats encourageants des négociations qui ont eu lieu entre le Portugal et l'Indonésie sous l'égide du Secrétaire général des Nations Unies seront suivis de progrès tangibles sur le terrain, et notamment d'une réduction réelle et substantielle de la présence de militaires indonésiens dans le territoire, de la libération du dirigeant timorais Xanana Gusmão et de tous les prisonniers politiques, ainsi que de la mise en place au Timor-Oriental d'une présence permanente de l'ONU.
